1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames made the above-mentioned Consolidation Orders on 19th March 2018 under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, in accordance with regulation 21 of the Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996.

2. The general effect of the Consolidation Orders, which will come into force on 26th March 2018, will be:-

(a) to consolidate the provisions of the Kingston upon Thames (Charged-For Parking Places) Order 2017 with the following Orders that have amended and applied the provisions of that Order:- The Kingston upon Thames (Charged-For Parking Places) (Amendment No. 1) Order 2017; The Kingston upon Thames (Charged-For Parking Places) (Amendment No. 2) Order 2017; The Kingston upon Thames (Charged-For Parking Places) (Amendment No. 3) Order 2017; The Kingston upon Thames (Charged-For Parking Places) (Amendment No. 4) Order 2017; The Kingston upon Thames (Charged-For Parking Places) (Amendment No. 5) Order 2017; and

(b) to consolidate the provisions of the Kingston upon Thames (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) Order 2017 with the following Orders that have amended and applied the provisions of that Order:- The Kingston upon Thames (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 1) Order 2017; The Kingston upon Thames (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 2) Order 2017; The Kingston upon Thames (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 3) Order 2017; The Kingston upon Thames (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 4) Order 2017; The Kingston upon Thames (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 5) Order 2017.

There will be no change in substance to the provisions as imposed by the Articles of the above-mentioned 2017 Orders or to their effect in terms of designations, restrictions and prohibitions as currently indicated on-street as a result of the making of these Consolidation Orders.

3. The Orders and other documents giving more detailed particulars including plans showing the locations and effect of the Orders are available for inspection until 30th April 2018 at: The Information and Advice Centre, Guildhall 2, Kingston upon Thames, KT1 1EU between 9 a.m. and 5 p.m. on Mondays to Fridays inclusive.

Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or any relevant regulations made thereunder have not been complied with in relation to the Orders may make application for the purpose to the High Court by 30th April 2018.
