PROPOSED “NO ENTRY” FROM SUNNYHILL ROAD INTO HARBOROUGH ROAD (EXCEPT FOR PEDAL CYCLES)
PROPOSED WAITING RESTRICTIONS IN VARIOUS ROADS IN THE STREATHAM WELLS AREA
PROPOSED NEW ROAD HUMPS AND CHANGES TO EXISTING ROAD HUMPS IN LEIGHAM VALE, VALLEY ROAD, GLENELDON ROAD, AND GRACEFIELD GARDENS
[NOTE: This Notice is about proposals to introduce “no entry” for all vehicles (except pedal cycles) from Sunnyhill Road into Harborough Road, to introduce new waiting restrictions which would ban vehicles from parking in the locations described in paragraph 2(3) and the Schedule below, and to remove some existing waiting restrictions as described in paragraph 2(4) below. It is also about proposals to provide new flat-top road humps (known as “speed tables” or “raised tables”) in Valley Road and Leigham Vale and to provide new “sinusoidal” road humps and replace certain existing ones in Leigham Vale, Valley Road, Gleneldon Road and Gracefield Gardens. Objections or other comments may be made – see paragraph 7.)
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Lambeth propose to make the Lambeth (Prescribed Routes) (No. -) Traffic Order 201- and the Lambeth (Waiting and Loading Restriction) (Amendment No. -) Order 201-, under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.
2. The general effect of the Orders would be to:-
(1) ban vehicles in Sunnyhill Road from entering Harborough Road, except for pedal cycles; and
(2) ban waiting by vehicles at any time (to be indicated by double yellow lines) in the locations referred to in the Schedule to this Notice.
(3) ban waiting by vehicles between 8 am and 6.30 pm on Mondays to Saturdays (to be indicated by single yellow lines) in Leigham Court Road, (a) north side (i) outside Nos. 121 and 123; (ii) outside Nos. 125 to 139 and Pembroke Lodge; and (b) south side, outside Willow Court and Dunraven School;
(4) remove the existing ban on waiting by vehicles (indicated by single yellow lines) in lengths of Conifer Gardens (both sides near its junction with Leigham Avenue) and in Culverhouse Gardens, Mount Nod Road and Mountearl Gardens (both sides near their junctions with Leigham Court Road).
3. NOTICE IS ALSO HEREBY GIVEN that the Council of the London Borough of Lambeth propose, under section 90A of the Highways Act 1980, to:-
(1) construct new “sinusoidal” road humps in:-
(a) Gracefield Gardens, (i) outside No. 10 and No. 15; (ii) outside No. 35 and Nos. 36 and 38; (iii) outside No. 51 Gracefield Gardens and No. 7 Newcombe Gardens; (iv) outside No. 73 and Nos. 78 and 80; (v) outside No. 89 and Nos. 100 and 102; and (vi) adjacent to the sides of Nos. 47 and 49 Leithcote Gardens; and
(b) Valley Road, (i) outside Nos. 15 and 17 and No. 1 Milford Mews; (ii) outside No. 113; and (iii) outside No. 186 and Spa Court;
(2) replace the existing road humps (known as “speed cushions”) with new “sinusoidal” road humps in:-
(a) Gleneldon Road, (i) outside Nos. 10 and 12 and Nos. 15 and 17; (ii) outside Nos. 28 and 30 and No. 43; (iii) outside Nos. 48 and 50 and Nos. 63 to 73; (iv) outside Nos. 109 and 111 and Georgian Court; (v) outside No. 119;
(b) Leigham Vale (i) outside No. 8 and the car park of Pembroke Lodge; (ii) outside No. 31; (iii) outside No. 38; (iv) outside No. 50; (v) outside Nos. 67 and 68; (vi) outside No. 79; and (vii) outside Nos. 89-91; and
(c) Valley Road, (i) outside No. 1a; (ii) outside No. 33 and Nos. 34/36; (iii) outside No. 47 and Nos. 70/72 and 74/76; (iv) outside Nos. 67 and 69 and Nos. 94/96 and 98/100;
(3) construct the type of flat-top road humps known as “speed tables” or “raised tables” in:-
(a) Leigham Vale, extending across the frontage of Hitherfield Primary School and part of No. 62; and
(b) Valley Road, extending across the frontage of Nos. 87, 89 and 91 and the frontage of Nos. 134/136, 138/140 and 142/144 for a distance of 8.7 metres including ramps.
[Each “sinusoidal” road hump would be a cycle-friendly, elevated section of carriageway with a round top that rises no more than 75 millimetres higher than the existing carriageway, extends across the full width of the carriageway from kerb to kerb and is 3.7 metres long. The speed tables/raised tables would be elevated sections of carriageway, having a maximum height of 100 millimetres above the existing carriageway, with flat tops that extend across the full width of the carriageway from kerb to kerb, so that the flat tops of the tables and the adjoining footways form a continuous surface.]
4. The proposals to ban waiting by vehicles are necessary to improve visibility for drivers and pedestrians and maintain clear access routes at road junctions, and also to assist with general accessibility and improve road safety. Some existing waiting restrictions would be removed where they are no longer necessary. The provision of new road humps is intended to encourage vehicles to slow down and so improve road safety, particularly for vulnerable road users. These proposals are particularly important outside Hitherfield Primary School and Sunnyhill Primary School, where, at the latter, the proposal to ban all vehicle movements (except for pedal cycles) into Harborough Road is required to reduce congestion and improve road safety.
