THE LONDON BOROUGH OF BARKING AND DAGENHAM (OFF-STREET PARKING PLACES) (AMENDMENT NO. 3) ORDER 2018

Notice is hereby given that the Council of the London Borough of Barking and Dagenham in exercise of its powers under sections 6, 32, 33, 35, 124 and Parts I to IV of Schedule 9 of the Road Traffic Regulation Act 1984 as amended (hereinafter called “the Act”) and all other enabling legislation and powers and after consultation with the Commissioner of Police of the Metropolis in accordance with Part IV of Schedule 9 of the Act made the above Order, the effect of which will be;

1. Amend the days and times of operation of Barking Town Centre Zone B Controlled Parking Zone to Mon-Sun 8.30am-9pm.

2. The existing Barking Town Centre Zone B Controlled Parking Zone will also be extended to include part of North Street (Nos 102-165 & fronting Nos 63 to 113 Gower House), part of London Road (fronting Nos 62 to 92 Harvey House & fronting Nos 94 to 128) and the whole lengths of Gurney Close, Crows Road, Harts Lane, Cape Close and Cowbridge Lane, where all unrestricted bays will become “Resident Permit Holders Only Zone B Mon-Sun 8.30am-9pm”.

3. Additional “Resident Permit Holders Only Zone B Mon-Sun 8.30am-9pm” bays and x4 disabled bays will be created in part of North Street (fronting Nos 1 to 37 Webber House).

4. Off-Street Parking areas will be designated in the following 9 areas where all unrestricted bays will become “Resident Permit Holders Only Zone B Mon-Sun 8.30am-9pm”; Crows Road Area Car Park, Mersea House Area Car Park, Colne House Area Car Park, Cowbridge North Area Car Park, Cowbridge West Area Car Park, Cowbridge South Area Car Park, Bowers House Area Car Park, Aveley/Harlow Mansions Area Car Park and Garage Site off Whiting Avenue. Within these car park areas, where parking is not permitted it will be marked on-street with yellow hatching or double yellow lines and these areas must be kept clear at all times.

5. Amend all existing Resident bays on Whiting Avenue to Resident Permit Holders Only Zone B Mon-Sun 8.30am-9pm.

6. Revoke the existing Resident bay on Whiting Avenue, North Side, outside No 8, and replace with “No Waiting Mon-Sun 8.30am-9pm.

7. Introduce “No Waiting At Any Time” restrictions fronting Nos. 114-122 North Street and adjacent to No 26 Cowbridge Lane. Also between existing parking bays in Mersea House Area Car Park, Crows Road Area Car Park and Cowbridge South Area Car Park,

8. The charges applicable to Barking Town Centre Permit B permits is currently as set out in Schedule 1 to this Notice.

A copy of the Order, which will come into force on Monday 12 February 2018, and the Council’s Statement of Reasons for making the Order are available for inspection for a period of 6 weeks from the date on which this notice is published at the Planning Application desk, Town Hall, Barking between the hours of 9.00am and 4.00pm Monday to Friday.

Any person wishing to question the validity of the Order or of any of its provisions on the grounds that they are not within the powers of the Act, or that any requirement of the Act or any Regulations under it have not been complied with may do so within six weeks of the made date of the Order by applying to the High Court.
