1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Greenwich on 22nd January 2018 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended. The Order will come into operation on 29th January 2018.

2. The general effect of the Orders will be to:

(a) split the existing Westcombe Park (W) Controlled Parking Zone (CPZ) into three CPZs, to be called Westcombe Park (W) CPZ, Caletock Estate (CT) CPZ and Blackheath Standard (BS) CPZ;

(b) retain double yellow line ‘at any time’ waiting restrictions where they are currently located and provide additional double yellow line ‘at any time’ waiting restrictions in the following locations:

(i) BS CPZ: In the north to south arm of the access road to the rear of Nos. 2 to 26 Old Dover Road and at the junction of that road with Old Dover Road;

(ii) CT CPZ: At all road junctions within the CPZ; and

(iii) W CPZ: At all road junctions within the CPZ and adjacent to No. 135 Westcombe Hill;

(c) (i) provide that the new CPZ to be called Blackheath Standard (BS) CPZ will include the roads and lengths of roads listed in Schedule 1 to this Notice and will have CPZ hours of between 9am and 6.30pm on Mondays to Saturdays inclusive. Single yellow line waiting restrictions that operate during the CPZ hours will be provided in every length of road in the CPZ not occupied by parking places or ‘at any time’ waiting restrictions;

(ii) remove the free parking places from Mycenae Road (between Vanbrugh Park and Westcombe Park Road), Old Dover Road (between Charlton Road and Dornberg Close), Stratheden Road, (between Old Dover Road and its southernmost junction with St. John's Park) and Vanbrugh Park (outside Nos. 51 to 72) and replace them with:

(A) permit holders / pay and display parking places in Vanbrugh Park outside Nos. 55 to 72;

(B) permit holders / 2-hours free parking places in Mycenae Road and Stratheden Road opposite Nos. 12 to 20;

(C) 2-hours free parking places in Old Dover Road; and

(D) disabled persons parking places in: (1) Stratheden Road, outside Nos. 6 to 8 Stratheden Parade; and (2) Vanbrugh Park, outside Nos. 51 and 52;

(iii) provide on the footway on the north-west side of Shooters Hill Road:

(A) permit holders parking places outside Nos. 1 to 13 Shooters Hill Road; and

(B) a disabled, persons parking place outside No. 5 Shooters Hill Road;

[Note: these parking places are not within the BS CPZ boundary.]

(iv) provide that the parking places specified in sub-paragraph (c)(ii)(D) and (c)(iii)(A) above will operate 'at any time' and the parking places specified in sub-paragraph

(c)(ii)(A), (B) or (C) or (c)(iii)(B) above will operate during the CPZ hours; and

(v) provide that all other parking places within BS CPZ not referred to in sub-paragraph (c)(ii) above will remain unchanged other than parking places previously available to W CPZ permit holders will instead be available to BS CPZ permit holders;

(d) (i) provide that the new CPZ to be called Caletock Estate (CT) CPZ will include the roads and lengths of roads listed in Schedule 2 to this Notice and will have CPZ hours of between 9am and 6.30pm on Mondays to Saturdays inclusive. Single yellow line waiting restrictions that operate during the CPZ hours will be provided in every length of road in the CPZ not occupied by parking places or ‘at any time’ waiting restrictions;

(ii) remove the free parking places from Armitage Road and Glenister Road and replace them with:

(A) permit holders / pay and display parking places in: (1) Armitage Road, east side, between Glenister Road and Woolwich Road; (2) Glenister Road, north side, between Armitage Road and Rooke Way; and (3) Glenister Road, south side, opposite the side of No. 13 Rooke Way; and

(B) permit holders parking places in all other existing parking place locations;

(iii) change the parking layout in Glenforth Street, all sides south of Lenthorp Road, so that there will be no marked parking places except for the existing disabled parking place;

(iv) provide that the parking places specified in sub-paragraph (d)(ii) above will operate between 9am and 8pm on Mondays to Saturdays inclusive; and

(v) provide that all other parking places within CT CPZ not referred to in sub-paragraph (d)(ii) or (iii) above will remain unchanged other than parking places previously available to W CPZ permit holders will instead be available to CT CPZ permit holders;

(e) (i) provide that the reduced size Westcombe Park (W) CPZ will include the roads and lengths of roads listed in Schedule 3 to this Notice and will retain CPZ hours of between 9am and 6.30pm on Mondays to Saturdays inclusive. Single yellow line restrictions that operate during the CPZ hours will continue to be provided in every length of road in the CPZ not occupied by parking places or ‘at any time’ waiting restrictions;

(ii) remove the permit holders / 2-hours free parking places in Annandale Road and Calvert Road and replace them with:

(A) permit holders / pay and display parking places in: (1) Calvert Road, west side, outside Nos. 125, 127 and The Lord Napier pub; (2) Calvert Road, east side, opposite Nos. 101 to 127 and the Lord Napier pub; (3) Calvert Road, north side, between No. 21 and Vanbrugh Hill; (4) Annandale Road, west side, between Woolwich Road and opposite No. 150; (5) Annandale Road, east side, between Woolwich Road and outside No. 162a; and (6) Annandale Road, north side, outside Nos. 3 to 17;

(B) permit holders parking places in all other locations;

(iii) remove free parking places and replace them with permit holders / 2-hours free parking places in: (1) Beaconsfield Road, south-east side, between its two junctions with Beaconsfield Close; (2) Coleraine Road, both sides, between Westcombe Park Road and No. 61; (3) Invicta Road, both sides, throughout the road; (4) Mycenae Road, west side, between Westcombe Park Road and No. 44; and (5) Westcombe Park Road, both sides, between Beaconsfield Road and No. 71;

(iv) remove the single yellow line waiting restriction on the west side of Halstow Road, outside Nos. 34 and 35 and replace it with permit holders / 2-hours free parking space;

(v) provide that the permit holders parking places, the permit holders / pay and display parking places and the permit holders / 2-hour free parking places will operate during the CPZ hours; and

(vi) provide that the permit holders / 2-hours free parking places in: (1) Westcombe Park Road, both sides, between Beaconsfield Road and Westcombe Hill; and (2) Mycenae Road, west side between Westcombe Park Road and No. 90, will also be available to BS CPZ permit holders;

(f) provide that residents whose postal address is within BS, CT or W CPZ will be able to purchase permits and visitors’ vouchers for parking within their respective CPZs at the rates set out in Schedule 4 to this Notice;

(g) provide that business users whose postal address is within BS, CT or W CPZ will be able to purchase permits for parking within their respective CPZs at the rates set out in Schedule 4 to this Notice;

[Note: any addresses that are within the existing W CPZ that are ineligible for permits will be ineligible for permits for the CPZ they are located within as a result of these proposals. Addresses which are currently eligible for W CPZ permits but which are not in a road listed in a Schedule to this Notice will be eligible for permits for the CPZ they are located within (either BS, CT or W) as a result of these proposals.]

(h) provide that the charges for leaving a vehicle in a shared-use parking place without displaying a permit will be £1.50 per hour up to a maximum of two hours, with no return for two hours;

(i) provide a telephone and electronic payment option for tickets in CT or W CPZ. The service will, for the time being, be run by Adaptis and in certain parking places payment of the parking charge will be accepted using a credit or debit card via telephone, mobile telephone apps, SMS or the internet.

5. If any person wishes to question the validity of the Orders or of any of the provisions contained therein on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within six weeks from the date on which the Orders were made, apply for that purpose to the High Court.

Schedule 4 – permit and voucher charges

(1) residents' permit (specifying up to two vehicles), £82.00 each per year; (2) residents’ visitors’ vouchers, valid for four hours: £1.70 per voucher, or valid for one day: £3.40 per voucher; up to a maximum of 200 vouchers per household per year (3) carers' permits, no charge; (4) nannies' permits, £216.00 each per year; business permits, £126.00 for 1st permit, £216.00 for each additional permit; up to a maximum of 5 business permits per business; (5) business visitors’ vouchers, valid for four hours: £2.50 per voucher, or valid for one day: £6.00 per voucher and (6) tradesmen's permits, £15.00 each per week up to a maximum of six weeks.
