HANOVER SQUARE PUBLIC REALM IMPROVEMENT SCHEME

1. NOTICE IS HEREBY GIVEN that Westminster City Council proposes to make the following Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended:

• THE CITY OF WESTMINSTER (CAR CLUB PARKING PLACES) (NO. *) ORDER 201*;

• THE CITY OF WESTMINSTER (DIPLOMATIC MISSIONS) (AMENDMENT NO. *) ORDER 201*;

• THE CITY OF WESTMINSTER (FREE PARKING PLACES) (DISABLED PERSONS) (AMENDMENT NO. *) ORDER 201*;

• THE CITY OF WESTMINSTER (LOADING BAYS) (AMENDMENT NO. *) ORDER 201*;

• THE CITY OF WESTMINSTER (MOTORCYCLE PARKING PLACES) (AMENDMENT NO. *) ORDER 201*

• THE CITY OF WESTMINSTER (PARKING PLACES) (E ZONE) (AMENDMENT NO. *) ORDER 201*;

• THE CITY OF WESTMINSTER (PRESCRIBED ROUTES) (NO. *) TRAFFIC ORDER 201*;

• THE CITY OF WESTMINSTER (TAXI RANK) (AMENDMENT NO. *) ORDER 201*; AND

• THE CITY OF WESTMINSTER (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. *) ORDER 201* .

2. The general effect of the Orders would be, in connection with the Hanover Square Public Realm Improvement Scheme, to:

(a) create a pedestrian zone, to prohibit all vehicles from entering or proceeding in:

(i) the western arm of Hanover Square; and

(ii) the northern arm of Hanover Square, between its junctions with Harewood Place and Tenterden Street;

(iii) Tenterden Street; and

(iv) Dering Street, at its junction with Tenterden Street.

Please note that vehicles would be permitted to enter the lengths of the pedestrian zone referred to in paragraphs (a)(ii), (iii) and (iv) above for the purposes of loading between 10.00 a.m. and midday and between 9.00 p.m. and 7.00 a.m. (in the designated loading bays), provided they enter the pedestrian zone at the eastern end. Authorised vehicles would also be permitted to enter the zone at this point at any time. Bollards will be placed in Dering Street at the western end of the pedestrian zone.

(b) create a restricted parking zone in Hanover Square, Harewood Place and Tenterden Street. Waiting and loading restrictions would apply throughout the restricted parking zone at any time (except in designated parking and loading bays) but the restrictions would not be indicated by yellow lines;

(c) restore two-way working in Hanover Square and Dering Street;

(d) introduce westbound one-way working in the southern arm of Hanover Square, between Brook Street and St. George Street;

(e) introduce loading bays (with a maximum stay of 20 minutes) at the following locations:

(i) Hanover Square (northern arm), outside No. 15 (21 metres), operating between 10.00 a.m. and midday and between 9.00 p.m. and 7.00 a.m.;

(ii) Hanover Square (southern arm), outside No. 1 (16.5 metres), operating at any time;

(iii) Hanover Square (southern arm), outside Nos. 24 and 25 (16.5 metres), operating at any time;

(iv) Harewood Place, outside Hanover House (17.5 metres), operating between 10.00 a.m. and midday and between 9.00 p.m. and 7.00 a.m.; and

(v) Tenterden Street, outside No. 1 (17 metres), operating between 10.00 a.m. and midday and between 9.00 p.m. and 7.00 a.m.;

(f) introduce a taxi rank on the north side of the southern arm of Hanover Square, at its junction with the western arm (3 spaces), operating at any time;

(g) introduce two taxi refreshment ranks on either side of the central island site in St. George Street, between Hanover Square and Maddox Street (5 spaces each), operating at any time;

(h) relocate a pay-by-phone parking bay from the north side of Hanover Street, to the south side, outside No. 8;

(i) introduce three motorcycle parking places in the centre of the carriageway of St. George Street, between Hanover Square and Maddox Street (10 metres each);

(j) relocate a shared-use parking place from the garden side of Hanover Square to the east side of St. George Street;

(k) introduce six additional pay-by-phone parking bays on the east side of the eastern arm of Hanover Square, outside Nos. 5 to 10;

(l) remove the existing shared-use parking place and bus stand from Harewood Place; and

(m) remove the existing motorcycle parking places and pay-by-phone parking place from outside Nos. 23 to 25 Hanover Square.

3. The Council also gives notice, in accordance with section 23 of the Road Traffic Regulation Act 1984, that it intends to:

(a) replace the existing pedestrian “zebra” crossing at the junction of Brook Street and Hanover Square with a signal controlled crossing; and

(b) introduce pedestrian “zebra” crossings at the junctions of Hanover Square with Hanover Street and St. George Street.

4. The proposed Orders and other documents giving more detailed particulars of the Orders are available for inspection until six weeks have elapsed from the date on which either the Orders are made or the Council decides not to make the Orders between 9 a.m. and 5 p.m. on Mondays to Fridays inclusive at WSP, Palace Gardens Suite, 27th Floor, Portland House, Bressenden Place, London, SW1E 5RS.

6. All objections must specify the grounds on which they are made.
