THE LONDON BOROUGH OF RICHMOND UPON THAMES (MISCELLANEOUS STREETS) (PARKING PLACES) (AMENDMENT NO. 5) ORDER 2018

BRACKEN GARDENS, BYFELD GARDENS, BARNES AND ELM GROVE ROAD, BARNES

1. The Council of the London Borough of Richmond upon Thames on 18 January 2018 made the above Orders under sections 45, 46, 49 and 124 of, and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Central Barnes Parking Places Order is to convert a permit holder bay on the south-eastern side of Elm Grove Road near its junction with Rocks Lane to 3 pay and display spaces, to convert the 4 pay and display spaces on the south-eastern side near Nos 3 and 5 Elm Grove Road to a permit holder bay, to introduce a resident permit holder bay on the north-western side of Elm Grove Road outside No. 2 and to amend the hours of the zone where it applies to Byfeld Gardens only so that it operates on Mondays to Sundays (including bank holidays) between 8am and 9.30pm. The sole effect of the Order is to replicate and continue in force indefinitely the provisions of The London Borough of Richmond upon Thames (Central Barnes) (Parking Places) (No. 1) Experimental Order 2016

3. The general effect of the Miscellaneous Streets Parking Places Order is to amend the hours of the Z3 CPZ in Bracken Gardens so that it operates on Mondays to Sundays (including bank holidays) between 8am and 9.30pm and to convert the 4 pay and display spaces on the north-west to south-east arm, the south-west side of Bracken Gardens from a point 9 metres south-east of the junction with Church Road to a shared-use Resident Permit Holder / Pay and Display Bay. The sole effect of the Order is to replicate and continue in force indefinitely the provisions of The London Borough of Richmond upon Thames (Miscellaneous Streets) (Parking Places) (No. 1) Experimental Order 2016

4. Copies of the Orders which come into force on 22 January 2018, plans showing the location and effect of the Orders and the Council’s Statement of Reasons for making the Orders: -

(a) can be inspected, quoting Reference 16/150, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council’s web-site at http://www.richmond.gov.uk/public_notices.

5. Please address any representations to these Orders to the Highway Infrastructure Manager, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham, TW1 3BZ or by email to highwaysandtransport@richmond.gov.uk quoting the reference given above.

6. If any person wishes to question the validity of these Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court
