PROVISION OF CAR CLUB PARKING PLACES (T58(17))

The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. **) Order 2017; The Waltham Forest (Charged-For Parking Places) (Amendment No. **) Order 2017

1. NOTICE IS GIVEN that the Council of the London Borough of Waltham Forest proposes to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended. The general effect of the Orders would be to provide car club parking places, each with a length of between 5 and 6 metres (unless otherwise indicated), as follows:-

(a) by replacing CPZ permit holders parking space in each of the following locations:

(i) Bakers Avenue E17, north-west side, adjacent to No. 458 Hoe Street;

(ii) Balmoral Road E10, south-east side, approximately 5 metres north-east of No. 2 Balmoral Road;

(iii) Barclay Road E11, the north side, adjacent to No. 127 Mornington Road;

(iv) Barrett Road E17, the north side, outside Nos. 1 to 12 Leonard House;

(v) Bromley Road E17, south-east side, adjacent to No. 591 Forest Road (length 7.9 metres);

(vi) Cleveland Park Avenue E17, east side, adjacent to No. 15 Hatherley Road;

(vii) Clifford Road E17, south side, adjacent to Unit 7, Walthamstow Business Centre;

(viii) Downsell Road E15, north side, approximately 5 metres east of Ellingham Road;

(ix) Edward Road E17, east side, adjacent to No. 114 Coppermill Lane;

(x) Elm Road E11, north-east side, adajcent to No. 1 Pearcroft Road;

(xi) Essex Road South E11, south-west side, outside No. 7 Essex Road South

(xii) Eve Road E11, north-west side, adjacent to No. 39 Steele Road;

(xiii) Falmer Road E17, east side, adjacent to No. 12 Seaford Road;

(xiv) Goodman Road E10, north-west side, approximately 10 metres north-east of Midland Road (length 7.5 metres);

(xv) Halford Road E10, north-east side, opposite Nos. 1 and 3 Halford Road;

(xvi) Harvey Road E11, north side, adjacent to Nos. 1 to 10 St. John's Court;

(xvii) Malta Road E10, north-west side, adjacent to No. 113 Manor Road;

(xviii) Morley Road E10, north-west side, approximately 10 metres north-east of Francis Road (length 10 metres);

(xix) Orford Road E17, north-west side, opposite No. 17 Orford Road;

(xx) Twickenham Road E11, north-west side, opposite Nos. 198 and 200 Twickenham Road;

(xxi) Upper Walthamstow Road E17, north side, opposite No. 48 Upper Walthamstow Road;

(xxii) West Avenue E17, east side, adjacent to No. 19 St. Mary Road;

(xxiii) Winns Avenue E17 south side, adjacent to Nos. 65/66 Winns Terrace;

(b) by replacing free parking space in each of the following locations:

(i) Farnan Road E17, west side, adjacent to No. 637 Forest Road;

(ii) Park Grove Road E11, south side, adjacent to No. 5 Melford Road;

(iii) Peterborough Road E10, south-west side, adjacent to No. 854 Lea Bridge Road;

(iv) St Andrews Road E17, north side, outside Nos. 109 to 121 St. Andrews Road;

(c) by replacing pay by phone parking space in each of the following locations:

(i) Bromley Road E17, north-east side, adjacent to No. 606 Lea Bridge Road;

(ii) Goodall Road E11, west side, opposite Nos. 4 and 6 Goodall Road;

(d) by replacing a redundant disabled persons parking places in each of the following locations:

(i) Hainault Road E11 north-west side, outside No. 5 Hainault Road;

(ii) Sybourn Street E17, south-east side, adjacent to Nos. 362/364 Markhouse Road;

(e) by replacing single yellow line waiting restrictions in Forest Road E17, north side, opposite Foundry Mews, adjacent to the bus stop; and

(f) by replacing lengths of unrestricted road in the following lengths:

(i) Preston Road E11, south-east side, adjacent to No. 67 Poppleton Road;

(ii) Woodstock Road E17, east side, adjacent to No. 977 Forest Road.

Depending on the location, each car club parking place would be available only for use by car club vehicles which are part of car hiring schemes run by Enterprise or E-Car Club.

[Note: Enterprise Car Club and E-Car Club vehicles are vehicles available for hire by users of the car share schemes known as Enterprise Car Club and E-Car Club respectively. The Organisations that operate Enterprise Car Club and E-Car Club pay the Council a fee for the use of the parking places and this fee is passed on to Enterprise Car Club and E-Car Club users as part of the hire charge.]

2. Plans of the proposed measures, a copy of the Orders, the Council’s statement of reasons for proposing to make the Orders and plans showing the locations and effect of the Orders and measures can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of 6 weeks from the date on which the Orders are made or, as the case may be, the Council decides not to make the Orders, at (a) The Information Desk, Town Hall, Forest Road, Walthamstow, E17; and (b) The Reception Desk, London Borough of Waltham Forest, Low Hall, Argall Avenue, London, E10 7AS

3. Any person desiring to object to the proposals or to make any other representation should send a statement in writing of either their objection and the grounds thereof or of their representation to Zahed Jaweed, Traffic Orders, Engineering Design, Low Hall, Argall Avenue, London, E10 7AS quoting reference T58(17) Car Club Parking Places by the end of a period of 21 days from the date on which this Notice is published. All objections must specify the grounds on which they are made.
