FIRST AVENUE EN1 AND ST. MARKS ROAD EN1

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Enfield (the Council) have made:

a) the Enfield (Waiting and Loading Restriction)(Amendment No. 146) Order 2018;

b) the Enfield (Goods Vehicle Loading Bay) (No. 1) Order 2018;

c) the Enfield (Stop and Shop Parking Places) (No. 1) Order 2018;

d) the Enfield (Business Parking Places) (No. 1) Order 2018; and

e) the Enfield (Free Parking Places) (Disabled Persons) (No. 1) 2018.

under sections 6, 45, 46, 49, 51 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended.

2. The general effect of the Orders will be to:

(a) introduce new waiting and loading restrictions which would operate “At any time” in sections of First Avenue EN1 and St. Marks Road EN1;

(b) revoke the loading bay from St Marks Road EN1, in front of the supermarket and introduce a new goods vehicle loading bay to operate “7am – 6.30pm all week” on the south-west side of First Avenue EN1;

(c) introduce ‘Stop & Shop’ parking bays on the north-west side of St. Marks Road EN1 to restrict waiting to up to 20 minutes with no return for 1 hour. These bays would operate 8am to 9pm all week;

(d) reduce the business parking place on the north-east side of First Avenue EN1 to accommodate the goods vehicle loading bay that is proposed to be located on the opposite side of the road; and

(e) introduce a disabled persons parking bay in St. Marks Road EN1 in front of the supermarket in which disabled persons’ vehicles which display a valid disabled person’s badge (“Blue Badge”) in the relevant position, issued by any local authority, may be left therein for up to 20 minutes, with no return for 1 hour. The disabled bay would operate 8am to 9pm all week.

3. Copies of the Orders, which will come into operation on 8 January 2018 and any other relevant documents can be inspected at the Reception Desk, the Civic Centre, Silver Street, Enfield, Middlesex, EN1 3XD during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made.

4. Copies of the Orders may be purchased from Traffic and Transportation, The Civic Centre, Silver Street, Enfield, Middx, EN1 3XD.

5. Any person desiring to question the validity of the Orders or of provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulation made thereunder has not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.
