1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham proposes to make the above-mentioned Orders under Sections 6, 45, 46, 49 and 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders would be to introduce additional parking facilities by means of new 20-minute free bays (enabling valid Newham permit holders to park in these bays at with no charge for 20 minutes) and to introduce new car club bays, electric vehicle charging bays in Green Street North Controlled Parking Zone (CPZ). Whilst there would be additional bays being implemented in your zone, the council would endeavour to amend single and double yellow lines in an effort to retain existing parking arrangements. This can be achieved because the recommendations for the permitted lengths of lining to be implemented has been amended by the Department for Transport since your zone was first implemented.

Parking facilities in the existing Green Street North CPZ would include:

Any Newham CPZ permit parking places where vehicles displaying a valid resident or business permit issued for use in any London Borough of Newham RPZ may be left during the operational hours for a maximum period of 20 minutes (no return within 1 hour) in Doris Road; Finden Road; Halley Road; South Esk Road; Studley Road and Sylvan Road;

Disabled resident parking places, operating at any time, for use by disabled badge holders who meet the current criteria for provision of disabled persons’ parking places and display a valid disabled resident permit in Beauchamp Road; Belton Road; Chaucer Road; Gower Road; Green Street; Grosvenor Road E7; Ratcliff Road; South Esk Road; Strone Road and Wolseley Road;

The revocation of any redundant disabled resident parking places in Green Street North RPZ;

Car club parking places, operating at any time, for the use of vehicles displaying a valid car club permit in Elmhurst Road; Gower Road; Monega Road; Sandringham Road; St. George’s Road and Upton Avenue;

Electric vehicle charging bays, operating at any time, in Belton Road; Henderson Road; Kingsley Road; Palmerston Road, St. Dunstan’s Road and Wyatt Road;

Loading Bay, operating daily and without time limit on the north-west side of South Esk Road, adjacent to the flank wall of No. 205 Green Street; and

Waiting restrictions operating during the operational hours of the zone or from 7am to 7pm on Monday to Saturday inclusive or ‘at any time’.

3. Currently payment methods for Pay and Display and Shared Use bays within the London Borough of Newham can be made using cash or via means of the Council’s cashless payment system (pay by phone). As part of these works the council will be removing the ability to pay for parking using cash which means all parking charges will be made via means of the Council’s cashless payment system by making an approved credit/debit card payment by mobile phone or via the internet.

4. Copies of the proposed Orders, together with documents giving more detailed particulars of the Orders, can be inspected between 9am and 5pm on Monday to Friday inclusive at Newham Dockside, 1000 Dockside Road, London E16 2QU until six weeks after the date on which the Orders are made or until the proposed Orders are withdrawn, as appropriate.

6. All objections and other representations relating to any of the proposed Orders must be made in writing or by email quoting the reference “CPZ Improvements” by 24 January 2018. All objections must specify the grounds on which they are made. 7. Persons objecting to the Orders should be aware that in view of the Local Government (Access to Information) Act 1985 this Council may be legally obliged to make any comments in response to this Notice open to public inspection.
