1. The Council of the London Borough of Richmond upon Thames on 14 December 2017 the above Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Waiting and Loading Restriction Amendment Order will be to introduce and revoke lengths of yellow lines as set out in the schedule to this notice.
3. The general effect of the Parking Places Order will be to make certain amendments to a parking place in Halford Road, Richmond.
4. Copies of the Orders, which come into force on 18 December 2017m plans showing the location and effect of the Orders and the Council’s Statement of Reasons for making the Orders: -
(a) can be inspected, quoting Reference 17/089, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council’s web-site at http://www.richmond.gov.uk/public_notices
5. If any person wishes to question the validity of these Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court

Halford Road, Richmond | To make certain changes to the Order relating to the permit parking bay on the south-eastern side of Halford Road, outside No 24, to bring it in line with the on-street layout. |
Hanworth Road and Loxley Road, Hampton | To extend the existing double yellow lines (“no waiting at any time”) by 2 metres into Loxley Road at the junction with Hanworth Road and by 10 metres and 5 metres in Hanworth Road from the south-eastern kerb-line and north-western kerb-line of Loxley Road respectively. |
Moore Close, East Sheen | To upgrade an existing length of single yellow line to double yellow line (“no waiting at any time”) on the northern side of Moore Close from a point opposite the eastern boundary of 1 Magna Close to a point opposite a point 2 metres west of the rear party wall of Nos 26 and 28 St Leonards Road. |
Nelson Road, Whitton | To introduce double yellow lines ("no waiting at any time") on the northern side, from a point 5 metres north-east of the north-eastern kerb-line of Runnymede Close, Whitton to the common boundary of Nos 228 and 230 Nelson Road. |
Percy Road, Whitton | To introduce double yellow lines ("no waiting at any time") on the north-western side from its junction with Ryecroft Gardens to its junction with Ross Road. |
Richmond Hill, Richmond | To upgrade existing lengths of single yellow line to double yellow line ("no waiting at any time") on both sides opposite and to the west of the junction with Queens Road. |
School Road Avenue, Hampton Hill | To introduce double yellow lines ("no waiting at any time") from a point outside No 16 School Road Avenue to the north-western extremity of the bridge. |
Stanley Road and WInchenden Road, Teddington | To introduce double yellow lines ("no waiting at any time") at the junction of Stanley Road and WInchenden Close, Teddington |
Wharf Lane, Twickenham | To upgrade the existing single yellow line on the north-eastern side of Wharf Lane to double yellow line ("no waiting at any time"). |
