CHARING CROSS ROAD, LITCHFIELD STREET, SHAFTESBURY AVENUE AND WEST STREET

1. NOTICE IS HEREBY GIVEN that Westminster City Council on 20th November 2017 made the following Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended:

• The City of Westminster (Free Parking Places) (Disabled Permit Parking Places) (Amendment No. 31) Order 2017;

• The City of Westminster (Parking Places) (G Zone) (Amendment No. 47) Order 2017;

• The Camden and City of Westminster (Prescribed Routes) (No. 1) Traffic Order 2017; and

• The City of Westminster (Waiting and Loading Restriction) (Amendment No. 282) Order 2017.

2. The general effect of the Orders will be, in connection with the Cambridge Circus Public Realm Improvement Scheme, to:

(a) exempt cyclists from:

(i) the eastbound one-way working in Litchfield Street; and

(ii) the south-eastbound one-way working in West Street;

(b) introduce mandatory contra-flow cycle lanes:

(i) on the south side of Litchfield Street, at its junction with Charing Cross Road;

(ii) on the south-west side of West Street, at its junctions with Shaftesbury Avenue and Upper St. Martin’s Lane;

(c) relocate the three pay-by-phone parking bays from the north side of Litchfield Street to the south-west side of West Street (outside Nos. 9 to 15);

(d) revise the layout of the residents’ parking spaces and disabled person’s “White Badge” parking bay on the north side of Litchfield Street;

(e) introduce “at any time” loading restrictions:

(i) at the junction of Charing Cross Road and Shaftesbury Avenue;

(ii) on both sides of Charing Cross Road, extending from Cambridge Circus to outside and opposite Nos. 76 to 78;

(iii) the south side of Litchfield Street; and

(iv) the south-west side of West Street:

• between Upper St. Martin’s Lane and Litchfield Street; and

• between Shaftesbury Avenue and a point outside No. 17; and

(f) extend the 8.30 a.m. to midnight loading restrictions to apply along the north side of Litchfield Street (except in the parking places referred to in paragraph (2)(d) above.

3. Please note:

(a) the relocation of the residents’ parking spaces and disabled person’s “White Badge” parking bay from the north side of Litchfield Street to the south side, as detailed in the Notice of Proposals dated 25th November 2016, has been abandoned; and

(b) the revocation of the banned right turn from Charing Cross Road (northbound) into Shaftesbury Avenue, as detailed in the above-mentioned Notice of Proposals, has been deferred.

4. The Orders, which will come into force on 27th November 2017, and other documents giving more detailed particulars of the Orders are available for inspection until 2nd January 2018 between 9 a.m. and 5 p.m. on Mondays to Fridays inclusive at WSP, Palace Gardens Suite, 27th Floor, Portland House, Bressenden Place, London, SW1E 5RS.

5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder have not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.
