1. Southwark Council hereby GIVES NOTICE that on 10 August 2017 it has made the above orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, or in the case of the cycle tracks order, under section 3 of the Cycle Tracks Act 1984, following the procedure set out in the Cycle Tracks Regulations 1984.
2. The effect of the orders will be:-
a) to introduce a south-westbound segregated cycle lane in CALTON AVENUE between its junctions with Court Lane and Dulwich Village, aligned with the south-eastern kerb;
(b) to introduce a north-eastbound segregated cycle lane in TURNEY ROAD between a point 28 metres south-west of the south-western kerb-line of Dulwich Village and its junction with Dulwich Village, aligned with the north-western kerb;
(c) to introduce a north-eastbound cycle lane in DULWICH WOOD AVENUE throughout the length of the carriageway located to the south of the triangular island site opposite Nos. 1-12 'The Garvens' and Nos. 53-55 Dulwich Wood Avenue, aligned with the north-western kerb;
(d) to introduce one-way south-westbound traffic working for all vehicles except pedal cycles in DULWICH WOOD AVENUE throughout the length of the carriageway located to the south of the triangular island site opposite Nos. 1-12 'The Garvens' and Nos. 53-55 Dulwich Wood Avenue;
(e) to introduce a southbound semi-segregated cycle lane in FARQUHAR ROAD between its junction with Dulwich Wood Avenue and a point opposite its southernmost junction with Jasper Road, aligned with the western and south-western kerb;
(f) to introduce new or extend existing lengths of ‘at any time’ waiting restrictions in: (i) BURBAGE ROAD, on both sides at its junction with Turney Road; (ii) CALTON AVENUE, (1) on both sides at its junction with Woodwarde Road, (2) on the north-west side at its junction with Gilkes Crescent; (3) on both sides between its junctions with Gilkes Crescent and Dulwich Village; (iii) COLBY ROAD, on both sides at its junction with Dulwich Wood Avenue; (iv) COURT LANE, (1i) on both sides at its junction with Calton Avenue, and (2) on the north-east side at its junction with Dekker Road; (v) DEKKER ROAD, on both sides at its junction with Court Lane; (vi) DULWICH VILLAGE, on both sides at its junctions with Calton Avenue and Turney Road; (vii) DULWICH WOOD AVENUE, (1) on both sides at its junction with Gipsy Hill, (2) the carriageway located to the south of the triangular island site opposite Nos. 1-12 'The Garvens' and Nos. 53-55 Dulwich Wood Avenue, throughout the north side, (3) on all sides at the western and eastern junctions with the carriageway located to the south of the triangular island site opposite Nos. 1-12 'The Garvens' and Nos. 53-55 Dulwich Wood Avenue, (4) on the north-east side at its junction with Rusholme Grove, and (5) on the south-west side at its junction with Colby Road; (viii) FARQUHAR ROAD (1) on the south-west side at its junction with Dulwich Wood Avenue, (2) on the east side at its northern junction with Jasper Road, and (iii) on the north-east side at its southern junction with Jasper Road; (ix) JASPER ROAD, on both sides at its southern junction with Farquhar Road; (x) TOWNLEY ROAD, on the north-east side at its junction with Calton Avenue; (xi) TURNEY ROAD, (1) on the north-west side between its junction with Dulwich Village and its eastern junction with Roseway, (2) on the north-west side at its western junction with Roseway, (3) on the south-east side between its junctions with Dulwich Village and Boxall Road, (4) on both sides at its junction with Pickwick Road; (5) on both sides at its junction with Burbage Road, (6) on the south-east side at the vehicular access to Dulwich Sports Ground; and (7) on both sides at its junction with Croxted Road; (xii) WOODWARDE ROAD, on both sides at its junction with Calton Avenue;
(g) to introduce loading restrictions which will operate between 7 am to 10 am and 4 pm to 7 pm on Mondays to Fridays in CALTON AVENUE on both sides between a point 14.2 metres north-east of the north-eastern wall of No. 1d Calton Avenue and its junction with Dulwich Village;
(h) to relocate an existing car club parking place from the south-east side of Calton Avenue to the north-east side of GILKES CRESCENT, at the side of No. 7 Calton Avenue;
(i) to provide a new loading bay, 10.1 metres in length, which will operate between Midnight and 7 am, 10 am and 4 pm and 7 pm and Midnight on Mondays to Fridays and at any time on Saturdays and Sundays, in CALTON AVENUE on the north-west side outside No. 1d Calton Avenue;
(j) to reduce in length and formalise the existing free echelon parking places on the north-east side of DULWICH VILLAGE outside Nos. 25-49 Dulwich Village;
(k) to update the designation of the existing segregated southbound contra-flow cycle lane in FARQUHAR ROAD between its southern junction with Jasper Road and Crystal Palace Parade, and to update the existing one-way traffic working provision for vehicles other than pedal cycles in the adjoining carriageway; and
(l) to formalise an existing cycle track on a footpath at the following location:- GREEN DALE, a segregated cycle track for the use of pedal cycles only, comprising all that part of the footpath as is bounded on the north-east by the north-eastern edge of that footpath and on the south-west by a line drawn at least 1.5 metres south-west of and parallel to that north-eastern edge and marked by a segregating kerb, as extends from the south-eastern kerb-line of the vehicular access to No. 65 Green Dale to the north-western kerb-line of the vehicular access to Greendale Close.
3. 4. Any person desiring to question the validity of the orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the orders may, within six weeks of the date on which the orders were made, make application for the purpose to the High Court.
