. 1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kensington and Chelsea (hereinafter referred to as “the Council”) propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders would be:-

(a) on the west side of Abingdon Road, to convert six metres (20ft) of residents’ parking outside Ilchester Mansions, Abingdon Road to a personalised disabled bay No. 656;

(b) on the north side of Abingdon Villas, to convert six metres (20ft) of residents’ parking outside Nos. 1 to 24 Abingdon Court, Abingdon Villas to a personalised disabled bay No. 657;

(c) on the west side of Ashburn Gardens, to convert four metres (13ft) of single yellow line (Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to1.30pm) to resident’s parking outside the flank of No. 111 Cromwell Road, situated in Ashburn Gardens;

(d) on the east side of Ashburn Place, to convert five metres (16ft) of single yellow line (Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to1.30pm) to residents’ parking opposite the Holiday Inn Hotel, Ashburn Place;

(e) on the east side of Campden Hill Road, to convert six metres (20ft) of residents’ parking outside No. 152 Campden Hill Road to a personalised disabled bay No. 654;

(f) on the east side of Campden Hill Road, to convert three metres (10ft) of double yellow lines to a residents’ permit motorcycle bay, opposite No. 120 Campden Hill Road;

(g) on the south side of Cornwall Gardens, to convert six metres (20ft) of residents’ parking outside No. 71 Cornwall Gardens to a personalised disabled bay No. 620;

(h) on the south side of Courtfield Road, to convert six metres (20ft) of residents’ parking outside Nos. 33 and 35 Courtfield Road to a personalised disabled bay No. 653;

(i) on the west side of Derry Street, to convert one pay and display bay opposite the flank of No. 36 Kensington Square, situated in Derry Street to a car club bay;

(j) on the south-west side of Draycott Avenue, to convert 12 metres (39ft) of single yellow line waiting restriction (Monday to Saturday 8.30am to 6.30pm) to two blue badge disabled bays outside Marlborough Primary School in Draycott Avenue;

(k) on the south side of Edge Street, to convert one pay and display bay opposite Nos. 16 and 18 Edge Street to a blue badge disabled bay;

(l) on the north-east side of Egerton Terrace, to convert six metres (20ft) of visitor motorcycle bay situated outside No. 3 Egerton Terrace to a pay and display bay;

(m) on the north-east side of Egerton Terrace, to convert one pay and display bay outside the gardens of Egerton Place, situated in Egerton Terrace to a visitor motorcycle bay;

(n) on the north side of Eldon Road, to convert five metres (16ft) of single yellow line (Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) to residents’ parking outside No. 26 Eldon Road;

(o) on the north-west side of Faraday Road, to convert 20 metres (66ft) of residents’ parking to double yellow lines waiting restriction, from a point seven metres north-east of its junction with Portobello Road, north-eastwards;

(p) on the north-west side of Faraday Road, to convert 20 metres (66ft) of double yellow lines waiting restriction to residents’ parking, from a point 64 metres north-east of its junction with Portobello Road, north-eastwards;

(q) on the eastern end of Faraday Road, to convert 8 metres (26ft) of unmarked carriageway to double yellow lines waiting restriction. This would connect the existing double yellow lines on the north-west and south-east sides of Faraday Road. This double yellow line would be perpendicular to the existing double yellow lines and would be aligned south-east to north-west.

(r) on the east side of Grenfell Road, to convert a KCTMO visitor permit bay on the east side of Grenfell Road at the junction with Bomore Road to a KCTMO disabled parking bay;

(s) on the west side of Holbein Place, to convert an electric vehicle charging bay to a pay and display bay outside No. 2 Holbein Place;

(t) on the west side of Holbein Place, to convert a pay and display bay opposite Belgravia Mansions, Holbein Place to five and a half metres (18ft) of residents’ parking;

(u) on the west side of Holbein Place, to convert a visitor motorcycle bay opposite Belgravia Mansions, Holbein Place to five metres (16ft) of residents’ parking;

(v) on the west side of Holbein Place, to convert five metres (16ft) of residents’ parking opposite Belgravia Mansions, Holbein Place to a visitor motorcycle bay;

(w) on the west side of Holbein Place, to convert 35 metres (115ft), which equates to seven spaces, of residents’ parking to at any time waiting and loading restrictions, between a point seven metres (23ft) north of the northern kerb line of Holbein Mews and a point opposite the northern kerb line of Graham Terrace;

(x) on the west side of Holbein Place, to convert seven metres (23ft) of single yellow line waiting restriction (Monday to Saturday 8.30am to 6.30pm) north of the northern kerb line of Holbein Mews to at any time waiting and loading restrictions;

(y) on the south side of Kensington High Street, to convert single yellow line waiting restriction (Monday to Saturday 8am to 7pm) and no loading restrictions (Monday to Friday 4pm to 7pm) to at any time waiting and loading restrictions outside No. 29 Kensington High Street for a distance of six metres (20ft);

(z) on the north side of Kensington Place, to convert 10 metres (33ft) of residents’ parking outside Nos. 18 to 20 Kensington Place to kerb build-out and raised table crossing with double yellow lines waiting restriction;

(aa) on the south-east side of King’s Road, to convert the eastbound bus stop outside Nos. 149 to 157 King’s Road to at any time waiting and loading restrictions for a distance of 26 metres (85ft);

(bb) on the north-west side of King’s Road, to convert the westbound bus stop outside Nos. 206 to 222 King’s Road to at any time waiting and loading restrictions for a distance of 21 metres (69ft);

(cc) on the north-west side of King’s Road, to convert 13 metres (43ft) of double yellow lines waiting restriction and No loading Monday to Saturday 7am-10am and 4pm-7pm restrictions to bus cage outside Nos. 224 to 232 King’s Road;

(dd) on the north-west side of King’s Road, to convert eight metres (26ft) of double yellow lines waiting restriction and at any time loading restrictions to bus cage outside Nos. 232 to 234 King’s Road;

(ee) on the south-east side of King’s Road, to convert 21 metres (69ft) of double yellow lines and no loading restrictions Monday to Saturday 7am-10am and 4pm-7pm to bus cage outside Nos. 125 to 131 King’s Road;

(ff) on the east side of Latimer Road, to convert one pay and display bay outside No. 210 Latimer Road to double yellow lines waiting restriction;

(gg) on the west side of Pavilion Road, to convert one pay and display bay outside the flank of No. 23 Pont Street, situated in Pavilion Road, to a doctor’s parking bay D4;

(hh) on the south side of Pavilion Street, to convert a doctor’s parking bay D4 situated outside the flank of No. 76 Sloane Street, situated on the south side of Pavilion Street, to a pay and display bay;

(ii) on the south side of Penzance Place, to convert four metres (13ft) of single yellow line waiting restriction (Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) to resident’s parking, near its junction with Princedale Road.

(jj) on the north side of Penzance Place, to convert five metres (16ft) of ‘School Keep Clear’ marking to a residents’ parking adjacent to No.16 Penzance Place;

(kk) on the north side of Penzance Place, to convert six metres (20ft) of ‘School Keep Clear’ marking on the north side of Penzance Place, opposite Nos.1 to 8 Hayne House, to kerb build-out and at any time waiting and loading restrictions;

(ll) on the north side of Penzance Place, to remove two metres (6ft) of ‘School Keep Clear’ marking outside St. Clement and St. James Primary School. The underlying single yellow line (Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) will remain in place;

(mm) on the south side of Penzance Place, to convert five metres (16ft) residents’ parking outside Nos. 1-8 Hayne House, Penzance Place, to kerb buildout and at any time waiting and loading restrictions;

(nn) on the north side of Penzance Place, to introduce two metres (6ft) of mandatory school keep clear marking between the hours 8.00am to 9.30am and 2.30pm to 4.00pm Monday to Friday outside the Islamic Universal Association, 20 Penzance Place The underlying single yellow line (Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) will remain in place.

(oo) on the north side of Penzance Place, to convert 32 metres (105ft) of advisory school keep marking outside St. Clement and St. James Primary School, Penzance Place to a mandatory school keep clear marking between the hours 8.00am to 9.30am and 2.30pm to 4.00pm Monday to Friday;

(pp) on the north side of Queensdale Road, to convert five metres (16ft) of residents’ parking outside the flank of No. 12 St. Ann’s Villas, situated in Queensdale Road to a visitor motorcycle bay;

(qq) on the east side of Rifle Place, to include the cycle hire bay in the traffic management order;

(rr) on the south-east side of Royal Hospital Road, to convert six metres (20ft) of bus cage opposite the flank of No. 27 Ormonde Gate, situated in Royal Hospital Road to single yellow line (Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm);

(ss) on the south-east side of Royal Hospital Road, to convert six and a half metres (21ft) of single yellow line (Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) opposite No. 28 Ormonde Gate, situated in Royal Hospital Road to bus cage;

(tt) on the north-east side of Sloane Avenue, to convert four metres (13ft) of bus cage to at any time waiting and loading restrictions at the exit to the cage outside Marlborough Primary School in Sloane Avenue;

(uu) on the north-east side of Sloane Avenue, to convert 21 metres (69ft) of single yellow line waiting restriction (Monday to Saturday 8.30am to 6.30pm) to at any time waiting and loading restrictions outside Marlborough Primary School and the entrance to Nell Gwynn Garages in Sloane Avenue;

(vv) on the north-east side of Sloane Avenue, to convert four metres (13ft) of single yellow line waiting restriction (Monday to Saturday 8.30am to 6.30pm) to bus cage outside Marlborough Primary School in Sloane Avenue;

(ww) on the north side of Southern Row, to convert two pay and display bays to 11.2m (37ft) of residents’ parking outside Nos. 50 to 54 Southern Row;

(xx) on the east side of St. Ann’s Villas, to convert a visitor motorcycle bay situated outside Nos. 2 and 4 St. Ann’s Villas to five metres (16ft) of residents’ parking;

(yy) on the north side of St. James’s Gardens, to convert 10 metres (33ft) of residents’ parking outside Nos. 26 to 28 St. James’s Gardens to kerb build-out and at any time waiting and loading restrictions;

(zz) on the south side of St. James’s Gardens, to convert two pay and display bays opposite Nos. 26 to 28 St. James’s Gardens to kerb build-out and at any time waiting and loading restrictions;

(aaa) on the north-west side of Whittaker Street, to convert 5.1 metres (17ft) of residents’ parking space outside No. 13 Whittaker Street to a personalised disabled bay No. 655;

(bbb) on the west side of Young Street, to convert two blue badge disabled bays outside the flank of Nos. 63 to 97 Kensington High Street, situated in Young Street to at any time waiting and loading restrictions for a distance of 10.5 metres (35ft);

(ccc) on the west side of Young Street, to convert one car club bay outside the flank of Nos. 63 to 97 Kensington High Street, situated in Young Street to a blue badge disabled bay;

(ddd) on the west side of Young Street, to convert six metres (20ft) of double yellow lines waiting restriction outside the flank of Nos. 63 to 97 Kensington High Street, situated in Young Street to a blue badge disabled bay;

(eee) on the east side of Young Street, to introduce 21 metres (69ft) of at any time loading restrictions outside the flank of Nos. 59 to 61 Kensington High Street, situated in Young Street;

(fff) to convert single yellow line waiting restrictions situated at the following locations to double yellow lines waiting restrictions:

i. on the south side of Abingdon Villas, for a distance of nine metres (30ft) outside the driveway of No. 47 Earl’s Court Road situated in Abingdon Villas;

ii. on the west side of Avondale Park Road, for a distance of 26 metres (85ft) outside Nos. 51 to 57 Avondale Park Road;

iii. on the west side of Basing Street, for a distance of six metres (20ft) outside the two garages of No. 25 Basing Street;

iv. on the west side of Bramley Road, for a distance of six and a half metres (21ft) from a point 20 metres north of the northern boundary of No 41 Bramley Road;

v. on the east side of Cadogan Square, for a distance of 42 metres (138ft) outside No. 61 Cadogan Square;

vi. on the west side of Cadogan Square, for a total distance of 10 metres (33ft) outside No. 63 Cadogan Square;

vii. on the south side of Campden Grove, for a distance of five metres (16ft) outside the flank of No. 65 Kensington Church Street, situated in Campden Grove;

viii. on the east side of Chelsea Manor Street, for a distance of ten metres (33ft) outside the northern most driveway of Swan Court, Chelsea Manor Street;

ix. on the south-west side of Draycott Avenue, for distance of three metres (10ft) outside Marlborough Primary School in Draycott Avenue;

x. on the north side of Duchess of Bedford’s Walk, for a distance of 15 metres (49ft) outside Block A Campden Hill Gate, Duchess of Bedford’s Walk;

xi. on the north side of Duchess of Bedford’s Walk, for a distance of 13 metres (43ft) outside Block B Campden Hill Gate, Duchess of Bedford’s Walk;

xii. on the east side of Flood Street, for a distance of six metres (20ft) outside No. 87 Flood Street;

xiii. on the north side of Oakwood Court, for a total distance of 19 metres (62ft) outside the vehicular entrance to Nos. 31 to 62 Oakwood Court;

xiv. on the west side of Old Church Street, for a distance of three metres (10ft) outside the driveway of No. 153A Old Church Street;

xv. on the east side of Stanhope Mews West, for a distance of 13 metres (43ft) opposite Nos. 16 and 17 Stanhope Mews West;

xvi. on the east side of Stanhope Mews West, for a distance of 37 metres (121ft) opposite Nos. 11 to 14 Stanhope Mews West;

(ggg) To modify the traffic order definitions of certain other parking places and waiting restrictions so they better reflect what is currently on the ground (there would be no change to the way restrictions and parking places currently operate).

3. A copy of each of the proposed Orders and other documents giving more detailed particulars of the proposed Orders can be inspected at the Town Hall, Hornton Street, London W8 7NX during normal office hours on Mondays to Fridays inclusive.

4. Persons desiring to object to any of the proposals or make any other representations in respect of them, should send a statement in writing to that effect, and in the case of an objection, stating the grounds thereof to the Council in this matter to Traffic Orders, Room 308, Council Offices, The Royal Borough of Kensington and Chelsea, 37 Pembroke Road, London, W8 6PW or email trafficorders@rbkc.gov.uk, quoting reference RBKC/TMO/JuneMisc2017 by 23rd June 2017.

5. Under the Local Government (Access to Information) Act 1985, any letter you write to the Council in response to this Notice may be made available to the press and to the public, who would be entitled to take copies of it if they so wished.
