ROAD TRAFFIC REGULATION ACT 1984

THE A10 GLA ROAD AND GLA SIDE ROADS (KINGSLAND ROAD, KINGSLAND HIGH STREET, STOKE NEWINGTON ROAD, LONDON BOROUGH OF HACKNEY) (20 M.P.H. SPEED LIMIT) TRAFFIC ORDER 2016

1. Transport for London, hereby gives notice that on 8th December 2016 it made the above named order under section 6 of the Road Traffic Regulation Act 1984.

2. The A10 GLA Road and GLA Side Roads (Kingsland Road, Kingsland High Street, Stoke Newington Road, London Borough of Hackney) (20 M.P.H. Speed Limit) Experimental Traffic Order 2014 (“the experimental Order”) was made under section 9 of the Road Traffic Regulation Act 1984 and came into force on 25th June 2015.

3. The general nature and effect of the Order was to introduce a 20 m.p.h speed limit on the above roads where Transport for London is the traffic authority (as indicated by single or double red line markings) to compliment the London Borough of Hackney’s Borough-wide 20 m.p.h. scheme and to assess the potential benefits in terms of road safety, promoting active travel and place-making.

4. Transport for London has carefully considered whether or not the provisions of the experimental Order should be continued indefinitely and has decided that they should be so continued.

5. Therefore, in exercise of the powers conferred on Local Authorities’ by section 6 of the Road Traffic Regulation Act 1984, and in accordance with regulation 23 of the Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996, Transport for London has made The A10 GLA Road and GLA Side Roads (Kingsland Road, Kingsland High Street, Stoke Newington Road, London Borough of Hackney) (20 M.P.H. Speed Limit) Traffic Order 2016 (“the permanent Order”). That Order will come into force on 8th December 2016, and the effect of that Order will be to continue in force indefinitely the provisions of the experimental Order.

6. The roads affected by this Order are the A10 GLA Roads – Kingsland Road, Kingsland High Street, Stoke Newington Road and all GLA Side Roads - Red Route returns of this road in the London Borough of Hackney and all red route returns from these roads.

7. A copy of the permanent Order, a map indicating the location and effect of the order and a copy of the experimental Order can be inspected during normal office hours at the offices of:

8. Any person wishing to question the validity of the permanent Order or of any of its provisions on the grounds that they are not within the relevant powers conferred by the Act, or that any requirement of the Act has not been complied with, that person may, within six weeks from the date on which that Order is made, make application for the purpose to the High Court.
