THE WALTHAM FOREST (PRESCRIBED ROUTES) (ORFORD ROAD PEDESTRIAN ZONE) TRAFFIC ORDER 2016

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest (the Council) on 7th November 2016 made the above mentioned Traffic Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.

2. The general effect of the Orders will be to continue indefinitely certain provisions of the experimental traffic orders listed in the Schedule to this Notice, which by way of an experiment —

(a) in East Avenue – (i) introduced a road closure (except for cycles); (ii) removed existing free short stay parking space within that section of road closure; (iii) converted certain single yellow line to double yellow lines (“at any time”) waiting restrictions around the said closure; (iv) reduced a permit parking place outside No. 27; (v) converted free short stay parking space to echelon free short stay parking spaces outside No. 12 East Avenue;

(b) in West Avenue - (i) introduced a road closure (except for cycles); (ii) relocated an ME permit parking place from the west side to the east side near its junction with St Mary Road; and (iii) converted certain single yellow line waiting restrictions to double yellow lines waiting restrictions;

(c) in St Mary Road - created additional free short stay parking space opposite Nos. 4 to 22;

(d) in Barclay Road - (i) extended certain existing double yellow line waiting restrictions in the east to west and north to south arms; (ii) reduced SB permit parking space and replaced with double yellow line waiting restrictions in the east to west arm; and (iii) removed all single yellow line waiting restrictions on the east side of the north to south arm;

(e) in Eden Road - (i) removed an ME permit parking place to allow for pedestrianisation of Eden Road Village Square; and (ii) introduced a road closure (except for cycles);

(f) in Fraser Road* - (i) converted a free short stay parking place, part of a disabled permit parking place and certain single yellow line waiting restrictions to double yellow line waiting restrictions; (ii) introduced southbound one way traffic operation into a section of Fraser Road; and (iii) prevented vehicles entering Fraser Road at Lea Bridge Road;

(g) in Grove Road – (i) relocated and slightly extended a certain pay by phone parking place; (ii) converted a certain pay by phone parking place to a loading place, operating 8am to 6.30pm on Mondays to Saturdays (maximum stay 30 mins, no return 2 hours); and (iii) extended certain double yellow line waiting restrictions;

(h) in Maynard Road - extended certain existing double yellow line waiting restrictions;

(i) in Merton Road* - (i) converted a SB permit parking place and a single yellow line waiting restriction to double yellow line waiting restrictions; (ii) converted certain free short stay parking space to double yellow line waiting restrictions; (iii) introduced southbound one-way traffic operation (except pedal cycles) into a section of Merton Road; and (iv) prevented any vehicle (except pedal cycles) entering Merton Road at Lea Bridge Road;

(j) in Orford Road – (i) created a Prohibition of Motor Vehicles between East Avenue and No. 41 (“the prohibited area”) operating between 10am and 10pm throughout the week (except local buses and pedal cycles) and removed all ME permit and shared-use parking places within it; (ii) introduced an “at any time” Restricted Zone within the prohibited area (nb. Parking in signed bays only; and loading is permitted in marked “loading only” bays when the Pedestrian Zone is not in operation); (iii) created a blue badge disabled parking place and a loading place operating 10pm to 10am (the next day) throughout the week; (iv) introduced eastbound one-way traffic operation (except pedal cycles) in a certain section; and (v) prevented any vehicle (except pedal cycles) entering Orford Road outside No. 41;

(k) in Pembroke Road - reduced certain BA permit parking space and replaced it with double yellow lines waiting restrictions;

(l) in Second Avenue* - (i) removed certain double yellow lines waiting restrictions and extended a free short stay parking place outside No. 241 Hoe Street; (ii) introduced westbound one-way traffic operation (except pedal cycles) between First Avenue and Hoe Street; and (iii) prevented any vehicle (except pedal cycles) entering Second Avenue at Hoe Street;

(m) in Third Avenue* - (i) converted certain double yellow line waiting restrictions to free short stay parking space outside No. 261 Hoe Street; (ii) introduced eastbound one-way traffic operation (except pedal cycles), between Hoe Street and Orford Road; and (iii) prevented vehicles (except pedal cycles) entering Third Avenue at Orford Road.

Notes:

(i) *Copenhagen Style blended crossings (shared highway and footway space for moving vehicles and pedestrians) have been built over waiting restrictions at the junction of these roads adjoining either Lea Bridge Road or Hoe Street. Parking on a Copenhagen styled crossing or on any raised section of highway above the existing highway is a contravention and is prohibited under section 86 of The Traffic Management Act 2004 (exceptions apply); and

(ii)more specific details of the above-mentioned provisions are contained in the notices of making of the original experimental traffic orders as advertised in WFN issue 140 dated 22nd June 2015 [Phase I – T.14(15); [Phase II – T.11(15)].

3. Copies of the Orders, which will come into operation on 7th November 2016 and other relevant documents can be inspected during normal office hours on Mondays to Fridays inclusive until the expiration of a period of 6 weeks from that date, at: (a) The Information Desk, Town Hall, Forest Road, Walthamstow, E17; and (b) Low Hall, Argall Avenue, London, E10 7AS.

4. Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court.
