THE TOWER HAMLETS (MOTORCYCLE BAYS) (NO.1) EXPERIMENTAL ORDER 2015
- 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Tower Hamlets on the 7th December 2015 made the above-mentioned Orders under the relevant sections of the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and the Road Traffic Act 1991.
- 2 The general effect of the Orders will be to introduce Controlled Parking (operating
between 8.30am and 7.30pm Monday to Saturday) in the Fish Island area of the borough
by way of:-
- i Shared-use (Pay by Phone and Any Permit Holder) parking places at various locations in Beachy Road, Crown Close, Dace Road, Hepscott Road, Monier Road, Rothbury Road, Smeed Road, Trego Road, White Post Lane and Wyke Road;
- ii Shared-use (Pay & Display and Any Permit Holder) parking places in Dace Road and White Post Lane;
- iii Resident Permit Holder parking places at various locations in Dace Road, Roach Road and Wick Lane;
- iv Permit Holder parking places at various locations in Autumn Street, Beach Road, Bream Street, Dace Road, Hepscott Road, Iceland Road, Maverton Road, Remus Road, Rothbury Road, Stour Road, Trego Road, White Post Lane, Wick Lane and Wyke Road;
- v Loading Only parking Bays in Dace Road and White Post Lane;
- vi General Use DisabledBay in Dace Road and White Post Lane;
- vii Zone Time (8.30am – 7.30pm Monday to Saturday) Waiting Restrictions, i.e. Single Yellow lines in Atley Road, Autumn Street, Beachy Road, Bream Road, Crown Close, Dace Road, Davey Road, Hepscott Road, Iceland Road, Maverton Road, Monier Road (between Smeed Road and Roach Road), Riverside Wharf, Roach Road, Rothbury Road, Smeed Road (between Monier Road and Dace Road), Trego Road, Wallis Road (so much as lies within the boundary of the London Borough of Tower Hamlets), White Post Lane and Wyke Road, except in designated parking bays; All the existing Double Yellow Lines will remain as applying ‘At Any Time’.
- viii Motorcycle Bays in Dace and Roach Road.
- 3 The Regulations and usual exemptions imposed by the governing Traffic Management Orders will apply to the proposals referred to in paragraph 2 above.

- 4 The orders provide that in pursuance of Section 10(2) of the Road Traffic Act 1984, the delegated authority of Tower Hamlets, or some person authorised in that behalf, may if it appears essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving the amenities of the area through which any road affected by the Orders runs, modify or suspend the Orders or any provision thereof.
- 5 A copy of each of the Experimental Orders and all relevant documents including drawings showing the location of/ types of controls and Restrictions which come into force on the 14th December 2015 can be inspected, by prior appointment, during normal office hours on Monday to Friday inclusive until such time as the Orders cease to have effect at: the offices of the Parking Services Section, 585 – 593 Commercial Road, London E1 0HJ (0207-364 6949).
- 6 The Council will be considering in due course whether the provisions of the Orders should be continued in force indefinitely by means of permanent Orders made under section 6,45,46,49 and 51 of the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Orders for the purpose of such indefinite continuation within a period of six months beginning with the day on which the above mentioned Orders come into force or, if the orders are varied by other Orders or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the latest variation or modification came into force. Any such objection must be made in writing and must state the grounds on which it is made and sent to the same address in paragraph 5.
- 7 If any person wishes to question the validity of the Orders or of any of their provisions on the grounds they are within the powers conferred by the Road Traffic Regulation Act 1984 or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
