1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Greenwich proposes to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders would be to:
(a) provide a new Controlled Parking Zone (CPZ) to be called Eltham Outer CPZ (Zone EO) to include the lengths of roads listed in Schedule 1 to this Notice that would have CPZ hours of between 11am and 12.30pm on Mondays to Fridays inclusive. Single yellow line restrictions that operate during the CPZ hours would be provided in every length of road in the CPZ not occupied by parking places or ‘at any time’ waiting restrictions. The permit parking places would operate during the CPZ hours and the permit holders and pay & display parking places (provided on the north side of Glenlea Road) would operate between 9am and 5.30pm on Mondays to Saturdays inclusive;
(b) extend the existing Eltham Station CPZ (Zone E) to include the lengths of roads referred to in Schedule 2 to this Notice, providing additional permit parking places which would operate during the CPZ hours and shared-use (permit holders and pay and display) parking places which would operate between 9am and 5.30pm on Mondays to Saturdays inclusive and single yellow line ‘controlled hours’ waiting restrictions and providing that the CPZ times would continue to be between 11am and 12.30pm on Monday to Fridays inclusive;
(c) extend the existing Eltham Centre CPZ (Zone EC) to include the lengths of roads referred to in Schedule 3 to this Notice, providing additional permit holders and free limited stay parking places which would operate at the CPZ times and shared-use (permit holders and pay and display) parking places and single yellow line ‘controlled hours’ waiting restrictions and providing that the extended CPZ times would continue to be between 9am and 5.30pm on Monday to Saturdays inclusive;
(d) provide that residents whose postal address is within E, EC or EO CPZ would be able to purchase permits and visitors’ vouchers for parking within their respective zones at the rates set out in Schedule 4 to this Notice;
(e) provide that business users whose postal address is within E, EC or EO CPZ would be able to purchase permits for parking within their respective zones at the rates set out in Schedule 4 to this Notice;
(f) provide that the permits and visitors’ vouchers referred to in paragraphs (d) and (e) above would also be available to properties in the following streets:
(i) Zone EC: Chaundrye Close, Elizabeth Terrace, Eltham High Street, Eltham Hill (even numbers 134 to 158 inclusive), Passey Place, Philipot Path and Wensley Close; and
(ii) Zone E: Eltham Hill (odd numbers 27 to 41 inclusive and even Nos. 90 to 158 inclusive) and Glenure Road (even numbers 2 to 22 inclusive);
(g) provide that the charges for leaving a vehicle in a shared-use parking place without displaying a permit would be £0.80 per hour:
(i) without a maximum parking period in Glenlea Road; or
(ii) up to a maximum of four hours (with the first half hour free of charge when displaying a ticket) other than in Glenlea Road;
(h) retain double yellow line ‘at any time’ waiting restrictions where they are currently located and provide additional double yellow line ‘at any time’ waiting restrictions in the following locations:
(i) Zone E: The junctions of Glenesk Road with Glenlea Road and Glenlyon Road; Well hall Road service road, in certain locations fronting Odeon Parade; and at the Junction of Prince Rupert Road with Admiral Seymour Road;
(ii) Zone EC: in Greenacres, wherever parking places are not being provided; and Wythfield Road, across the accesses to off street parking;
(iii) Zone EO: in Elderslie Road, the east side, opposite Nos. 21 to 25 Elderslie Road and across the entrance to the garages situated opposite No. 1 Elderslie Road; at the junction of Glenure Road and Glenesk Road; and in Westmount Road, across the vehicular access at the rear of No. 247 Eltham High Street;
(iv) in Eltham Park Gardens, for 10 metres either side of Glenesk Road and in Glenesk Road, between Glenlea Road and 10 metres north of Eltham Park Gardens [note these lengths are not within a CPZ];
(i) provide free parking places that would operate between 9am and 5.30pm on Mondays to Fridays inclusive in Glenshiel Road (Zone E): (1) the north side, outside Nos. 19 to 23 Glenshiel Road; (2) the north side, adjacent to No. 46 Westmount Road; and (3) the south side, adjacent to No. 44 Westmount Road; and (4) the south side, outside Nos. 20/22 Glenshiel Road;
(j) in Everest Road (Zone E), the north-east side, adjacent to No. 48 Sherard Road, remove free parking space for two vehicles and replace it with disabled persons’ parking space;
(k) in Lassa Road (Zone E), the north-west side, remove free parking places: (1) adjacent to No. 8 Sherard Road; (2) adjacent to No. 20 Everest Road; and (3) adjacent to No. 19 Everest Road, and replace them with permit holders parking places;
(l) in Glenlea Road (Zone E), between Archery Road and Westmount Road, remove free parking places and replace them with permit holders and pay & display parking places that would operate between 9am and 5.30pm on Mondays to Saturdays inclusive;
(m) in Gourock Road (Zone EC), between Blunts Road and Westmount Road, remove residents permit holders and pay & display parking places and replace them with permit holders and pay & display parking places that would operate between 9am and 5.30pm on Mondays to Saturdays inclusive;
(n) in Passey Place (Zone EC), east side, outside Nos. 51 to 53 Passey Place, provide disabled persons’ parking place for three vehicles;
(o) introduce telephone and electronic payments for tickets in Zone E and Zone EO. The service would, for the time being, be run by Adaptis and in certain parking places payment of the parking charge would be accepted using a credit or debit card via telephone, mobile telephone apps, SMS or the internet; and
(p) revise the definitions of parking places and waiting restrictions in the E and EC CPZs to accurately reflect their on-street situations.
3. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders are available for inspection during normal office hours until the end of six weeks from the date on which the Orders are made or, as the case may be, the Council decides not to make the Orders, at the Directorate of Regeneration, Enterprise and Skills, Strategic Transportation, Royal Borough of Greenwich, The Woolwich Centre, 35 Wellington Street, SE18 6HQ.

5. Any person who wishes to object to or make other representations about the proposed Orders should send a statement in writing by 10th November 2015, specifying the grounds on which any objection is made, to Royal Borough of Greenwich, PO Box 485, Kemp House, 152-160 City Road, London, EC1V 2NX (quoting reference PCL/TMO/CW/1000002629).
6. Persons objecting to the proposed Orders should be aware that in view of the Local Government (Access to Information) Act 1985, this Council would be legally obliged to make any comments received in response to this notice, open to public inspection.

Elderslie Road, Glenesk Road (between Glenure Road and Bexley Road), Glenure Road, Greenholm Road, Westmount Road (between Gourock Road and Eltham High Street).
Schedule 2 – lengths of road to be added to E CPZ
Carnecke Gardens, ElthamHill (north side, between Prince John Road and Sherard Road), Glenesk Road (between Glenlea Road and Glenure Road), Glenlea Road, Glenlyon Road, Glenshiel Road, Lilburne Gardens, Lilburne Road, Prince John Road, Prince Rupert Road (between Well Hall Road and Congrieve Road), Sherard Road (between Tattersall Close and Eltham Hill), Well Hall Road (between Prince Rupert Road and the common boundary of Nos. 246 and 248 Well Hall Road), Well Hall Road Service Road outside Odeon Parade (north of the petrol station), Westmount Road (between Glenlea Road and Glenure Road) and Yolande Gardens.

Schedule 4 – permit and voucher charges
PART A - E and EO CPZs
Residents’ permit (specifying up to two vehicles), £57.00 each per year; (2) residents’ visitors’ vouchers, valid for one day: £7.00 for 10 vouchers; up to a maximum of 200 vouchers per household per year (3) carers’ permits, no charge; (4) nannies’ permits, £101.00 each per year; business permits, £101.00 for 1st permit, £216.00 for each additional permit; up to a maximum of 10 business permits per business; and (5) tradesmen’s permits, £15.00 each per week up to a maximum of six weeks.
PART B - EC CPZ
Residents’ permit (specifying up to two vehicles), £82.00 each per year; (2) residents’ visitors’ vouchers, valid for four hours: £1.70 per voucher, or valid for one day: £3.40 per voucher; up to a maximum of 200 vouchers per household per year (3) carers’ permits, no charge; (4) nannies’ permits, £216.00 each per year; business permits, £126.00 for 1st permit, £216.00 for each additional permit; up to a maximum of 5 business permits per business; and (5) tradesmen’s permits, £15.00 each per week up to a maximum of six weeks.
