Her Majesty The Queen has been graciously pleased by Licence under Her Royal Signet and Sign Manual bearing date 12 June 2015 to ordain and declare that Richard Merlin Iain Hay together with his issue may henceforth take and assume and bear the surname of  Astell  in  substitution for that of Hay and that he and his issue may also take and assume and bear and use the Arms and Crest of Astell the said Arms and Crest being first duly exemplified according to the Laws of Arms And to command that the said Royal Concession and Declaration be recorded in Her Majesty’s College of Arms.
