THE EALING (PARKING PLACES) (STOP AND SHOP WITH ADDITIONAL CASHLESS PARKING) (AMENDMENT NO.*) ORDER 201*

THE EALING (WAITING AND LOADING RESTRICTION) (SPECIAL PARKING AREA) (AMENDMENT NO. **) ORDER 201*

1. NOTICE IS HEREBY GIVEN that the London Borough of Ealing Council, in connection with the creation of the Little Ealing controlled parking zone RR, propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985.

2. The general effect of the Ealing (Little Ealing - Zone RR) (Residents Parking Places) Order 200* would be to:

(a) introduce parking places for the use of residents, their visitors and business users in lengths of Birkbeck Road W5, Carlyle Road, Chandos Avenue, Darwin Road, Ealing Park Gardens, Junction Road, Lawrence Road, Little Ealing Lane, Murray Road, Radbourne Avenue, South Ealing Road and Windmill Road;

(b) provide that the parking places would operate between the hours of 10am and 11am and 3pm and 4pm on Mondays to Fridays inclusive; and

(c) provide that passenger vehicles, goods carrying vehicles, motorcycles and disabled persons vehicles may be left in a parking place without limitation on time during the controlled hours and that with the exception of motorcycles and disabled persons vehicles, a valid (in an electronic form) RR zone permit or voucher has been issued to the vehicle.

3. The general effect of the Telephone Parking Order would be to

(a) introduce “shared use permit holder /telephone” parking places operating between the hours of 9.00 am and 5.00 pm on Mondays to Fridays inclusive in lengths of Little Ealing Lane and South Ealing Road;

(b) provide that passenger vehicles, goods carrying vehicles, motorcycles and disabled persons vehicles may be left in the parking places and that with the exception of motorcycles and disabled persons vehicles, a valid RR zone permit must be held for the vehicle or payment made by mobile phone using the telephone payment parking system operated by RingGo whilst parked in the parking place;

(c) provide that the charges for parking in the “shared use/telephone” parking place would be £2 per day and there would be a 20 pence transaction charge payable to the service provider;

(d) Users of the telephone payment system should follow the instructions displayed in the parking place quoting the unique number relating to that parking place to the service provider and providing information as requested. Payment of the parking charge can then be made using most debit and credit cards. An optional charge of 10 pence would be payable to the service provider for text receipt for the parking session and expiry of parking reminder text messages.

4. The general effect of the Parking Places Orders would be to provide dual use

(a) free 30 minute maximum stay parking places in Birkbeck Road W5, Chandos Avenue, Darwin Road, Lawrence Road, Murray Road and Radbourne Avenue which would operate between 9am and 5 pm on Mondays to Fridays;

(b) free 1 hour maximum stay parking places in Carlyle Road, Ealing Park Gardens, Junction Road, Lawrence Road and South Ealing Road

These parking places would be available for valid RR Permit holders without limit of time

These parking places would additionally allow vehicles to remain beyond the free parking period for an additional period of up to 1 hour on payment of a parking charge of £1 including the 20 pence transaction fee or for a maximum of2 hours on payment of a parking charge of £2 including the 20 pence transaction fee. The parking charge would be payable by mobile phone using the telephone payment parking system operated by RingGo whilst parked in the parking place.

5. The general effect of the Ealing (Waiting and Loading Restriction) (Special Parking Area) (Amendment No. *) Order 200* would be to amend existing waiting restrictions or introduce new waiting restrictions that would apply at any time at road junctions or between the controlled hours of 10am and 11am and 3pm and 4pm on Mondays to Fridays in lengths of Birkbeck Road W5, Carlyle Road, Chandos Avenue, Darwin Road, Ealing Park Gardens, Junction Road, Lawrence Road, Little Ealing Lane, Murray Road, Radbourne Avenue, South Ealing Road and Windmill Road. Additional 7am to 7pm Mondays to Fridays restrictions would apply in lengths of Windmill Road

6. Business Parking Permits would be available at a cost of £600 per annum and Residents’ Parking Permits at a cost of £50 per annum. These permits would be issued in an electronic form

7. Business Visitors Vouchers can be purchased at a cost of £1.20 per hour (NB £2.40 from 6th April) and Residents’ Visitors Vouchers can be purchased at a cost of 60 pence per hour with a maximum daily charge capped at £4.50. These vouchers would be issued in an electronic form

8. Borough wide visitors’ service vouchers would be available to park in the zone at a cost of £1.20 per hour (NB £2.40 from 6th April).

10. The proposed Orders, other documents giving more detailed particulars of the Orders including plans, are available by e-mail from Highwayservices@ealing.gov.uk or by inspection at Customer Services Reception, Perceval House, 14-16 Uxbridge Road W5 2HL between 9:00am and 4:45pm on Monday to Friday, until 6 weeks have elapsed from the date on which either the Orders are made or the Council decides not to make the Orders.

11. Any objections or other representations about any of the proposed Orders should be sent in writing by e-mail to Highwayservices@ealing.gov.uk or by post to Highways Service, Perceval House, 14-16 Uxbridge Road W5 2HL, quoting reference ORD 3875 until the 27th March 2015. All objections must specify the grounds on which they are made.
