Note: [This notice is about proposals to extend the operational hours of the Brixton Market pedestrian zones, to ban motor vehicles from entering the section of Electric Lane that is a pedestrian zone (instead of the current ban on all vehicles) and to change the existing waiting and loading restrictions in the pedestrian zones and in Beehive Place. Objections may be made – see paragraph 7.]

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Lambeth, subject to the agreement of Transport for London, propose to make the Lambeth (Prescribed Routes) (No. -) Traffic Order 201- and the Lambeth (Waiting and Loading Restriction) (Amendment No. -) Order 201-, under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.

2. The general effect of the Orders would be to:

(1) extend the operational hours of the Brixton Market pedestrian zones which apply in the lengths of roads specified in the Schedule to this Notice, so that the zones would operate from 8 am until 6 pm on Mondays to Sundays (the zones currently operate from 10 am to 4 pm on Mondays, Tuesdays, Thursdays, Fridays and Saturdays, and from 10 am to 2 pm on Wednesdays);

(2) ban motor vehicles from entering the pedestrian zone which applies in Electric Lane (between Atlantic Road and Coldharbour Lane), instead of the existing ban on all vehicles;

(3) ban waiting by vehicles at any time and the loading and unloading of vehicles between 8 am and 6 pm on Mondays to Sundays in the lengths of roads specified in the Schedule to this Notice (excluding any Red Routes); and

(4) ban waiting by vehicles at any time in the whole length of Beehive Place (excluding the Red Route).

(The waiting and loading restrictions described in paragraphs 2(3) and (4) above would be instead of the existing waiting and loading restrictions that currently apply in the lengths of roads concerned.)

3. The ban on waiting and loading/unloading in the affected lengths of Brixton Station Road, Electric Avenue and Pope’s Road would be indicated by the placing of “Restricted Parking Zone” traffic signs - there would be no yellow lines or kerb markings on the road. The ban on waiting and loading/unloading in the affected length of Electric Lane and on waiting in Beehive Place would be indicated by the placing of double yellow lines (and as appropriate kerb markings) on the road.

4. The proposed Orders are required to stop vehicles from entering, waiting and loading in the pedestrian zones whilst pedestrians are still using the markets and shops and so improve road safety. The ban on motor vehicles using Electric Lane would allow some access for pedal cyclists whilst continuing to exclude them from the market stall areas for safety reasons. The ban on waiting at any time in Beehive Place is necessary to ensure the safe and unobstructed flow of traffic in this narrow street.
