NOTICE PUBLICISING ACCEPTANCE OF PROPOSED APPLICATION FOR A DEVELOPMENT CONSENT ORDER (‘DCO’)

Notice is hereby given that the Secretary of State has accepted an application by Palm Paper Ltd., of Poplar Avenue, Saddlebow Industrial Estate, King’s Lynn, Norfolk, PE34 3AL, for a development consent order (“DCO”) under the Planning Act 2008.

The DCO application was submitted by Palm Paper Ltd. to the Secretary of State via the Planning Inspectorate on 23rd September 2014 and was accepted on 20th October 2014. The application has been given reference EN010039 by the Planning Inspectorate.

The Proposed Development

The application relates to the construction of a 162MW Combined Cycle Gas Turbine (CCGT) within the site of the existing Palm Paper mill which is located in the Saddlebow Industrial Estate, to the south of King’s Lynn in Norfolk. The proposed development would comprise a single building, sited immediately to the east of the existing paper mill building, which would have a footprint of 55 metres by 33 metres and be 25 metres in height, with a single stack of 80 metres in height. The purpose of the CCGT is to use high pressure gas to produce electricity and steam for use within the Palm Paper mill.

Environmental Impact Assessment (EIA)

The proposed development is EIA development as defined in The Infrastructure Planning (Environmental Impact Assessment) Regulations 2009 (as amended). It therefore requires Environmental Impact Assessment and the application includes an Environmental Statement which assesses any likely significant environmental impacts which will arise from the proposed development.

Copies of Application Documents

A paper copy of the Application Form and its accompanying documents, plans and maps showing the nature and location of the proposed development is available to view free of charge at the King’s Lynn and West Norfolk Borough Council Offices at King’s Court, Chapel Street, King’s Lynn, PE30 1EX. The application will be available to view from 3rd November 2014 until 3rd December 2014 between 8:45am to 5:15pm Monday to Thursday and 8:45am – 4:45pm on Fridays.

Copies will be subject to a reasonable charge up to a maximum of £950 for a printed hard copy and £15 for an electronic copy on CD of the whole application. Copies of individual application documents can also be provided on request for a reasonable charge dependent on the document in question.

Responding to the application

Representations can now be made to the Secretary of State giving notice of interest in or objection to the application and must be made on a registration form. You will need to quote the name of the Project as shown at the top of this Notice. Please quote the application reference number EN010039 in any correspondence.
