  • 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985, the Parking Acts of 1986 and 1989 and the Traffic Management Act 2004.
  • 2 The general effect of the “Parking Places” Orders would be to:-
    • a convert the length of pay and display parking places in Buller Road specified in Schedule 1 to this notice into shared use bays (Maximum stay 2 hours, no return within 2 hours for pay and display);
    • b reduce in length and redefine existing share use parking places in association with the provision of a pedestrian refuge in Pound Lane.
  • 3 The general effect of the “Revocation” Order would be to revoke the existing disabled persons parking place outside No. 3 Buller Road.
  • 4 The general effect of the “Doctor Parking Places” Order would be to revoke the Doctor parking place opposite Nos. 1 and 3 Buller Road.
  • 5 The general effect of the “Waiting and Loading Restrictions” Order would be further to amend the Brent (Waiting and Loading Restriction) Order 1979, so that:-
    • a waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of street specified in Schedule 2 to this Notice;
    • b waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited between 8.30 a.m. and 6.30 p.m. Mondays to Fridays except for motor cycles in the motor cycle parking area in Buller Road;
    • c waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 20 minutes in the same place would be prohibited between 11.00 a.m. and 6.30 p.m. throughout the week in the lengths of street specified in Schedule 2 to this Notice;
    • d the sale or offer for sale of goods from a vehicle would be prohibited (except on Sundays in the lengths of street specified in Schedule 2) unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;
    • e the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising would be prohibited;
    • f any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any vehicle or animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in the lengths of street specified in Schedule 2 to this Notice would be revoked.
  • 6 The prohibitions referred to in paragraph 5(a), (b) and (c) above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person’s “Blue Badge” would apply.
  • 7 A copy of each of the proposed Orders, of maps of the relevant areas, of the above-mentioned Orders of 1979, 1994, 2001 (and of the Orders which have amended those Orders), 1974 and 2004 and of the Council’s statement of reasons for proposing to make the Orders can be inspected during normal office hours on Mondays to Fridays inclusive until the expiration of a period of 21 days from the date on which this Notice is published at:-
    • a The One Stop Local Office, Brent Town Hall, Forty Lane, Wembley, Middx, HA9 9HX; and
    • b The One Stop Local Office, Brent House, 349-357 High Road, Wembley, Middx, HA9 6BZ.
  • 8 Further information may be obtained by telephoning the Transportation Service Unit, telephone number 020 8937 5452.
  • 9 Persons desiring to make representations or to object to any of the proposed Orders should send a statement in writing of their objection and the grounds thereof, to Head of Transportation, Transportation Service Unit, 2nd Floor (east) Brent House, 349-357 High Road, Wembley, Middx, HA9 6BZ, quoting the reference TO/12/143/EAM, before the afore-mentioned date.

Existing “Pay and Display” Parking Places to be changed into “Pay and Display” (Maximum Stay - 2 hours and no return in 2 hours) and Business, Essential Service, Special or Resident / Visitor Permit Parking Places (Mondays to Fridays 8.30 a.m. to 6.30 p.m.)

BULLER ROAD

  • a the north-east side, from a point 10.00 metres north-west of Chamberlayne Road north-westward for 16.50 metres;
  • b the south-west side, from a point 10.00 metres north-west Kilburn Lane north-westward for 11.00 metres.

Waiting restrictions (At any time)

POUND LANE

from a point 10.00 metres north-west of Nos. 26 and 27 Sterling Close to Nos. 23 and 24 Sterling Close.
