INTRODUCTION OF EXPERIMENTAL ELECTRIC VEHICLE CHARGING PARKING PLACES VARIOUS ROADS
[Note: This notice is about the introduction of new electric vehicle charging parking places, some of which would be for use by certain CPZ permit holders only, in various locations as specified in paragraph 2 and the Schedules to this Notice. If there is any existing parking space at the locations specified in Schedule 2, then this would be removed or amended to accommodate the new electric vehicle charging parking place. Controlled hours waiting restrictions (single yellow lines) would also be removed or amended to accommodate the new electric vehicle charging places. Objections or other comments may be made – see paragraph 6].
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Lambeth on 11th October 2024 made the Lambeth (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (No. 5) Experimental Traffic Order 2024 and the Lambeth (Charged-For Parking Places) (No. 7) Experimental Traffic Order 2024, under sections 9 and 10 of the Road Traffic Regulation Act 1984. The Orders will come into force on 21st October 2024.
2. The general effect of the Orders will be:
(a) to introduce:
(i) electric vehicle charging parking places at the locations specified in Schedule 1 to this Notice. The parking places, the length of which is specified in brackets next to the locations, will operate at any time and will be available to any vehicle whilst charging, for a maximum stay period of 24 hours, with no return for 24 hours;
(ii) permit holders (resident and business permits) electric vehicle charging parking places at the locations specified in Schedule 2 to this Notice. The parking places, the length of which is specified in brackets next to the locations, will operate at any time and will be available to resident and business permit holders of the controlled parking zone (“CPZ”) shown in brackets next to the locations, whilst charging, for a maximum stay period of 24 hours, with no return for 24 hours. [Note: other types of permits that can be used in resident and business permit holders parking places within those CPZs will also be permitted to use these parking places whilst charging]; and
(b) in the locations specified in Schedule 2 to this Notice, to remove or reduce in length existing parking space to accommodate the installation of resident and business permit holders electric vehicle charging parking places;
(c) in Wiltshire Road;
(i) at the rear of No. 23 Sisulu Place and outside No. 65 Wiltshire Road, convert 4.2 metres of shared use business and resident permit holders bay to a resident permit holder bay, the bay will operate on Mondays to Saturdays between 8:30am and 5:30pm.
(ii) opposite the north-eastern wall of No 20 St John’s Crescent, convert 5.0 metres of single yellow line waiting restriction to a resident permit holder bay, that will operate on Mondays to Saturdays between 8:30am and 5:30pm.
(e) in Saltoun Road outside No. 2a remove the car club bay to accommodate the installation of an electric vehicle charging place, and an extension in length of the adjacent business permit holder bay.
(f) in Baytree Road, opposite No. 3, convert 2.0 metres of shared use resident, business and pay by phone bay to a resident permit holders bay that will operate on Mondays to Saturdays between 8:30am and 5:30pm.
3. The Orders are intended to provide electric vehicle charging parking places to meet demand and aid the transition to electric vehicles. Electric vehicles contribute to improvements in air quality, specifically nitrogen dioxide (NO2) levels and reduce greenhouse gas emissions and so the Council wishes to encourage their use. The current lack of charging facilities is a barrier for people wishing to buy electric vehicles and so by providing more charging places, the aim is to remove that barrier and give potential users more confidence that they will be able to access charging facilities when necessary.

A copy of each of the Orders and other documents giving detailed particulars about them are available for inspection online at: https://streets.appyway.com/lambeth or www.lambeth.gov.uk/traffic-management-orders and at the offices of Lambeth Council’s Parking and Enforcement Group (Parking, Network Management & Fleet), 3rd Floor, Civic Centre, 6 Brixton Hill, London SW2 1EG, between 9.30 am and 4.30 pm on Mondays to Fridays inclusive (except on bank/public holidays), until the Orders cease to have effect. 6. The Council will consider in due course whether the provisions of the experimental Orders should be continued in force indefinitely by means of permanent Orders made under sections 6, 45 and 46 of the Road Traffic Regulation Act 1984. Any person may object to the making of the permanent Orders, within a period of six months beginning with the date on which the experimental Orders come into force or, if any of the experimental Orders are varied by another Order or modified pursuant to section 10(2) of the 1984 Act, beginning with the date on which the variation or modification or the latest variation or modification comes into force. Any such objection or any representation must be made in writing and all objections must specify the grounds on which they are made, using our consultation portal at https://streets.appyway.com/lambeth or sent by post to Barbara Poulter, Parking and Enforcement Group (Parking, Network Management & Fleet), London Borough of Lambeth, PO Box 80771, London, SW2 9QQ or by email to: TMOReps@lambeth.gov.uk Any objection or representation received may be communicated to, or be seen by, other persons who may have an interest in this matter.
7. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.
