Notice is hereby given that Highways England Company Limited intends to make an Order on the M23 and M25 Motorways in the Counties of Surrey and West Sussex, under Section 14(1)(a), and as permitted by Sections 14(7) and 15(2), of the Road Traffic Regulation Act 1984 because works are proposed to be executed on the road.

The effect of the Order would be to:—

1) authorise the phased overnight and 24-hour closure (details below) of :—

a) both carriageways of the M23 between Junctions 8 (M25 Junction 7) and 11 (A23/A264);

b) both carriageways of the Gatwick Spur between M23 Junction 9 roundabout and Airport Way Roundabout East ;

c) the entire M23 Junction 9 roundabout;

d) the link roads connecting both carriageways of the M23 to and from both carriageways of the M25 at Junction 8 (M25 Junction 7);

e) the roads leading to and from both carriageways of the M23 at Junction 9;

f) the road connecting the westbound carriageway of the M23 Spur Road to the southbound carriageway of Ring Road South at the Airport Way roundabout;

g) the roads leading to and from both carriageways of the M23 at Junction 10 (A2011/A264);

h) the road leading from the coast-bound carriageway of the M23 at Junction 10A (B2036);

i) the road leading to the London-bound carriageway of the M23 at Junction 10A (B2036);

j) the road leading from the coast-bound carriageway of the M23 at Junction 11 (A23/A264); and

k) the road leading to the London-bound carriageway of the M23 at Junction 11 (A23/A264);

2) impose a 24-hour 50mph speed restriction on:—

a) the southbound carriageway of the M23 between a point 300 metres north of Shepherd’s Hill overbridge (B2031) and Balcombe Road underbridge (B2036), and the adjacent hard shoulder as per article 6 (a) below;

b) the northbound carriageway of the M23 between Balcombe Road underbridge (B2036) and a point 400 metres north of Rockshaw Road overbridge, and the adjacent hard shoulder as per article 6 (b) below;

c) the anti-clockwise carriageway of the M25 between the London Road North overbridge (A23) and the centre line of the M23 overbridge at Junction 7 (M23 Junction 8);

d) the clockwise carriageway of the M25 between a point 400 metres west of the western underbridge of the roundabout at Junction 6 (A22) and a point 300 metres east of Warwick Wold Road overbridge; and

e) the entire circulatory carriageway of the roundabout at Junction 9;

3) impose a 24-hour 40mph speed restriction on:-

a) the westbound carriageway of the M23 Gatwick Spur Road and A23 Airport Way between the Junction 9 roundabout and a point 400 metres west of Airport Way East roundabout, and the adjacent hard shoulder as per article 6 (c) below;

b) the eastbound carriageway of the M23 Gatwick Spur Road and A23 Airport Way between a point 800 metres west of Airport Way East roundabout and the Junction 9 roundabout, and the adjacent hard shoulder as per article 6 (c) below; and

c) the link road connecting the southbound carriageway of London Road (A23) to the eastbound carriageway of Airport Way near Gatwick Airport;

4) impose a 24-hour width restriction of 3.25 metres in lane 1, 3.0 metres in lane 2, and 2.75 metres in lane 3 in:—

a) the southbound carriageway of the M23 between a point 100 metres south of the tip of the nosing of the link road connecting from the M23 to the M25 at Junction 8 (M25 Junction 7) and a point 600 metres south of Balcombe Road underbridge (B2036); and

b) the northbound carriageway of the M23 between a point 500 metres south of Balcombe Road underbridge (B2036) and a point 200 metres south of Rockshaw Road overbridge;

5) impose a 24-hour width restriction of 3.0 metres in lane 1, and 2.75 metres in lane 2 in both carriageways of the M23 Gatwick Spur Road between the M23 Junction 9 roundabout and a point 100 metres east of Airport Way East roundabout;

6) permit hard shoulder running adjacent to:—

a) the southbound carriageway of the M23 between a point 76 metres north of Bletchingley Road underbridge and a point 300 metres south of Balcombe Road underbridge (B2036);

b) the northbound carriageway of the M23 between a point 500 metres south of Balcombe Road underbridge (B2036) and a point 200 metres south of Rockshaw Road overbridge; and

c) the carriageways described in article 5) above; and

7) permit HGV’s in the outside lane of the carriageways described in 1) a) above.

These measures would be in the interests of road safety while contractors undertake Smart Motorway enabling works, to include the conversion of the existing hard shoulder into a running lane, the creation of emergency refuge areas, carriageway surfacing and marking, gantry, signage, signalling and electrical works, bridge works, drainage works, barrier, fencing and landscaping works and all associated work.

It is expected that the work would last for approximately 2 years starting on or after Monday 11th June 2018.

The overnight closures would operate as follows:

M23 Junction 8 / M25 Junction 7 including link roads —

22:00 - 05:30 Monday to Thursday

23:00 - 06:00 Friday

22:00 - 06:00 Saturday

22:30 - 05:30 Sunday

The closures of the remaining lengths of the M23 including the Gatwick Spur and all slip roads would operate Monday - Sunday 20:00 - 06:00 (Maximum Period).

The 24-hour closures would operate at weekends, schedule to be advised by signage and traffic reports, between 22:00 hours on Friday nights and 06:00 hours Monday mornings.

Closure phases would be between junctions, and at junctions between the exit and entry points. All restrictions and suspensions would apply when the roads are not closed.

The Order would come into force on 9th June 2018 and continue until completion of the works.

Traffic affected by the closures would be diverted via other junctions of the M23 and M25, and by using the A22, A23, A264, A2011, A2220, B2036, B2110, B2114, Airport Way, Copthorne Way, and the M23 Gatwick Spur. The diversion route in operation would vary according to the closure in force.

The temporary closures, speed and lane width restrictions, hard shoulder and outside lane permissions, and diversion routes would be clearly indicated by traffic signs when they are in operation during the works periods.
