In accordance with Paragraph 4 of Schedule 7 to the Pollution Prevention and Control (Scotland) Regulations, notice is hereby given that Simec Lochaber Hydropower 2 Limited has applied to the Scottish Environment Protection Agency (SEPA) to vary (change) their permit under Regulation 46 of the regulations. This is in respect of activities being carried out namely the production of aluminium in an Installation at Liberty Aluminium Lochaber, Fort William, PH33 6TH.

The change in the operation proposed by the application is the generation of electricity using eleven biodiesel generators to support the production of aluminium. The plant will be capable of generating <50MW of electricity, and includes eleven generators with associated transformers and three fuel storage tanks.

The application contains a description of any foreseeable significant effects of emissions from the installation on the environment and human health.

The application may be inspected, free of charge, at SEPA’s Dingwall office, Graesser House, Fodderty Way, Dingwall, IV15 9XB from Monday to Friday between 9.30am and 4.30pm. Please quote reference number PPC/N/50007.

The application contains a description of the proposed change and any impact it may have on:

• The extent of the site;

• The activities carried out;

• The installation and any directly associated activities;

• The raw and auxiliary materials,, substances and energy to be used, or generated;

• The nature, quantities and source of foreseeable emissions from the installation;

• The techniques for preventing, reducing or rendering harmless emissions;

• How the best available techniques are applied to the operation of the installation;

• The proposed measures to be taken to monitor emissions;

• The measures to be taken to minimise waste and recover wastes generated;

• Measures taken against pollution and to ensure that no significant pollution is caused;

• Relevant information from any environmental impact assessment;

• An outline of the main alternatives if any have been studied;

• Measures to ensure compliance with the provisions of Chapter IV and Annex VI of the Industrial Emissions Directive in terms of heat recovery, production and handling and disposal of residues and emissions;

• Measures to guarantee that the installation will be designed equipped and operated in a manner that the requirements of Chapter V and Annex VII of the Industrial Emissions Directive are met;

• Other information which the applicant may wish SEPA to take into account.

All guidance relevant to the determination of the proposed Variation which has been given to the operator is made available either on the public register or on SEPA’s website www.sepa.org.uk
