THE HAVERING (PROHIBITION OF STOPPING OUTSIDE SCHOOLS) (CIVIL ENFORCEMENT AREA) (NO. 1) (AMENDMENT NO. 16) ORDER 2010.

  • 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Havering, hereinafter called the Council, on 26 July 2010 made the above-mentioned Orders under sections 6, 84 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
  • 2 The general effect of the 20 MPH Speed Limit Orders will be to impose a speed limit of 20 miles per hour on the streets and lengths of the streets specified in Schedule 1 to this Notice.
  • 3 The general effect of the Waiting and Loading Restriction Orders will be to introduce waiting restrictions operative “at any time” on the lengths of streets specified in Schedule 2 to this Notice.
  • 4 The general effect of the Disable Persons Free Parking Places Orders will be to provide disabled persons parking places, where a vehicle displaying a valid disabled persons badge may be left at any time, on the lengths of streets specified in Schedule 3 to this Notice.
  • 5 The general effect of the Free Loading Places Order will be to designate a loading place, operative at any time, on the length of street specified in Schedule 4 to this Notice, where vehicles may wait for the purpose of loading or unloading for a maximum period of thirty minutes and where return to that same loading place will be prohibited for one hour.
  • 6 The general effect of the Prohibition of Stopping Outside Schools Order will be to revoke the existing school keep clear restriction and to impose new school keep clear no stopping restrictions, operative between 8.15 a.m. and 9.15 a.m. and between 3.00 p.m. and 4.15 p.m. on Mondays to Fridays inclusive throughout the year, on the length of street specified in Schedule 5 to this Notice.
  • 7 Copies of the Orders, which will come into operation on 6 August 2010, of the Council’s statement of reasons for making the Orders and plans showing the locations and effects of the Orders can be inspected during normal office hours on Mondays to Fridays inclusive, until the end of six weeks from the date on which the Orders were made, at the Traffic Engineers Reception, StreetCare, 7th Floor, Mercury House, Mercury Gardens, Romford, Essex RM1 3DW.
  • 8 Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court.
