POPES AVENUE, TWICKENHAM

- 1 The Council of the London Borough of Richmond upon Thames on the 17 August 2009 made the above Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
- 2 The general effect of this Order is to introduce waiting restrictions:-
- a “no waiting at any time” in Popes Avenue, Twickenham, on its north-east side, on both sides of the vehicular access to 27 Popes Avenue (a length of 5 metres on the north-west side and up to the common boundary of Nos 27 and 29 on the south-east side); and
- b introduce waiting restrictions “no waiting between 7am and 4.30pm on Mondays to Fridays inclusive” in lengths of The Green, Twickenham and Popes Avenue as specified in Schedule 1 to this notice.
- 3 The Council has deferred making a decision in respect of the proposals specified in Schedules 2 and 3, notice of which was given on 12 June 2009.
- 4 Copies of this Order, which will come into operation on 21 August 2009, a plan showing
the location and effect of the Order and the Council’s Statement of Reasons for making
the Order can be inspected for a period of six weeks from the date of this Notice,
quoting Reference 47/09, at:-
- a Twickenham Library, Garfield Road, Twickenham, Middlesex TW1 3JT during opening hours; and
- b East Sheen Library, Sheen Lane Centre, Sheen Lane, London SW14 8LP;
- c Ham Library, Ham Street, Ham, Surrey TW10 7HR;
- d Hampton Library, Rosehill, Hampton, Middlesex TW12 2AB;
- e Hampton Wick Library, Bennett Close, Hampton Wick, Middlesex KT1 4AT;
- f Teddington Library, Waldegrave Road, Teddington, Middlesex TW11 8LG;
- g Twickenham Library, Garfield Road, Twickenham, Middlesex TW1 3JT during opening hours, and
- h the Civic Centre (Planning Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays.
- 5 Copies of this Order may be purchased from the Environment Directorate, Civic Centre, 44 York Street, Twickenham TW1 3BZ.
- 6 Persons wishing to question the validity of this Order or any of its provisions on the grounds that it or they are not within the powers conferred by the 1984 Act, or that any requirement of the Act or any instrument made under the Act has not been complied with that person may, within six weeks from the date on which the Order was made, apply for the purpose to the High Court.

Schedule 1
Waiting restrictions– “no waiting between 7am and 4.30pm on Mondays to Fridays”
1 Popes Avenue / The Green (South Side), Twickenham
- a The Green (South Side), the south-east side, for a length of 12 metres on both sides of its junction with Popes Avenue – replace existing restrictions “no waiting between 7am and 10am on Mondays to Fridays” with restrictions as above;
- b Popes Avenue, the north-east side, for a length of approximately 30 metres from its junction with The Green to the start of the double yellow lines as paragraph 2(a) of the notice;
- c Popes Avenue, the south-west side, for a length of approximately 42 metres from its junction with The Green to a point opposite the vehicular crossover serving No 29 Popes Avenue.
Note – for parts of items 1(b) and 1(c) the restrictions replace existing restrictions “no waiting between 7am and 10am on Mondays to Fridays”.

2(a) Ashburnham Road / Croft Way, Ham / Ferrymoor, Ham
Ashburnham Road (the south-west side) for 10 metres on each side of Croft Way;
Croft Way (both sides) for 10 metres from Ashburnham Road;
Croft Way (the north-west side) for 8 metres on each side of Ferrymoor;
Ferrymoor (the north-east side) for 8 metres from Croft Way;
Ferrymoor (the south-west side) for 25 metres from Croft Way.
2(b) Bushy Park Road / Widewing Close, Teddington
Bushy Park Road (the north-west side) at the vehicular crossover serving Nos 118 and 120 Bushy Park Road;
Bushy Park Road (the south-east side) at the vehicular crossover opposite No 120 Bushy Park Road, and extending across the width of Bushy Park Road at the end of the cul-de-sac.
2(c) High Street / Douai Grove, Hampton:
High Street (the east side) for 10 metres on each side of Douai Grove;
Douai Grove (both sides) for 10 metres from High Street.
2(d) Stanley Road / Allbrook Close / Gloucester Road, Teddington
Stanley Road (both sides) for lengths of between 10 and 15 metres on each side of Allbrook Close and Gloucester Road;
Allbrook Close (both sides) for 10 metres from Stanley Road;
Gloucester Road (both sides) for 10 metres from Stanley Road.
2(e) Stanley Road / Somerset Road, Teddington
Stanley Road (the north-east side) for 10 metres on each side of Somerset Road;
Somerset Road (both sides) for 10 metres from Stanley Road.
2(f) Park Road / Albert Road / Edward Road, Hampton Hill
Park Road (both sides) for lengths of 10 metres on each side of Albert Road and Edward Road;
Albert Road (both sides) for 10 metres from Park Road;
Edward Road (both sides) for 10 metres from Park Road.

Deferred item - waiting restrictions in parts of streets – “no waiting at any time”
3(a) Bushy Park Road, Teddington
Bushy Park Road (both sides) for lengths of 7.5 metres on each side from its junction with Sandy Lane.
3(b) Douai Grove, Hampton
The north side, extend the proposed double yellow lines (see 1(c) above) to a point around the corner into the northern arm outside No 20 Douai Grove.
3(c) Grosvenor Avenue, Sheen
On the outside of the corner by Nos 35 and 39 Grosvenor Avenue where the vehicular access serving “Gospatric Home House” meets the carriageway.
3(d) North Road, Kew
The west side, for a length of 38 metres from a point opposite the pedestrian entrance to the North Sheen recreation park and a point opposite the southern boundary of No 44 North Road, alter the existing restrictions from “no waiting between 10am and 12 noon on Mondays to Fridays inclusive” to “no waiting at any time”.
3(e) Park Close / Kings Paddock, Hampton:
The north-east side of Park Close, at the outside of the bend in the road opposite Nos 5 and 6 Park Close, an overall length of 10 metres;
Both sides of Park Close, at the bend (to the south of the service loop serving Nos 5-12 Park Close) leading towards Kings Paddock;
The west and north side of Kings Paddock, at the inside of the bend at its junction with Park Close near Nos 48-52 Kings Paddock;
At the small turning head near Nos 32-34 and Nos 35-37 Kings Paddock.
3(f) Rosemary Lane, Mortlake:
The east side, extend the existing double yellow line at its junction with Lower Richmond Road for a further distance of 7.5 metres outside the flank of No 51 Lower Richmond Road.
