LEA BRIDGE ROAD LOCAL SAFETY SCHEME
1. Notice is hereby given that the Council of the London Borough of Waltham Forest, hereinafter called the Council, propose to make the above mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and the Road Traffic Act 1991. 2. The general effect of the amendment to the Waltham Forest (Waiting and Loading Restriction) Order 1977, would be that waiting by vehicles would be prohibited at any time at the junction locations specified in Schedule 1 to this notice. 3. The general effect of the Waltham Forest (Lea Bridge Road and Wood Street) (Voucher Parking Places) Order would be to revoke and re-enact the Waltham Forest (Lea Bridge Road and Wood Street) (Parking Places) Order 2001, so as to extend the existing voucher parking places operating between 9.00 am and 5.00 pm on Mondays to Saturdays inclusive in Dagenham Road, London E10 (the north-east side) and Millicent Road, London E10 (the south-west side) to 16 metres and 18 metres respectively. 4. The general effect of the amendment to Waltham Forest (Bus Stop Clearways) (No 1) Traffic Order 2001 would be to: (a) designate a new bus stop clearway, where no stopping restrictions operative at any time would be imposed on the length of road specified in Schedule 2 to this notice; (b) remove the existing bus stop fronting the No 251 Lea Bridge Road; (c) extend the length and change the operational hours of the three bus stop clearways fronting 178 Lea Bridge Road, No 199 Lea Bridge Road and 278 Lea Bridge Road to “at any time”. 5. The general effect of the amendment to the Waltham Forest (Coach Parking Places) Order 1996, would be to designate a coach parking place operative between 8.30 am and 9.00 am and between 3.45 pm and 4.15 pm on Mondays to Fridays inclusive on the length of road specified in Schedule 3 to this notice. 6. The general effect of the amendment to the Waltham Forest (Various Roads) (Free Parking Places) Order 1996, would be to extend the existing 30 minute short stay parking place, operating between 9.00 am and 5.00 pm on Mondays to Saturdays inclusive, an that it now applies on the south-west side of Belvedere Road between a point 6.5 metres north-west of the north-western kerbline of Lea Bridge Road and a point 43 metres north-west of that kerbline. 7. Copies of the made Orders, which will come into operation on 12 February 2007, of the above mentioned Orders of 1977, 1996 and 2001 (and the Orders which have previously amended those Orders, where applicable), of the Council’s statement of reasons for making the Orders and of plans showing the locations and effects of the Orders can be inspected during normal office hours on Mondays to Fridays inclusive, until the end of 6 weeks from the date on which the Orders are made, at: (a) The Information Desk, Town Hall, Forest Road, Walthamstow, London E17; (b) The Reception Desk, Municipal Offices, 16 The Ridgeway, Chingford, London E4; and (c) The Waltham Forest Direct Shop, 772-776 High Road, Leyton, London E10, and copies of the Orders may be obtained from the Chief Engineer at the address shown below. 8. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within 6 weeks of the making of the Orders, make application for the purpose to the High Court. Schedule 1 (At any time waiting restrictions) Lea Bridge Road, London E10) and E17, at the junctions of Belvedere Road, London E10, Blyth Road, London E17, Bloxhall Road, London E10, Dagenham Road, London E17, Flempton Road, London E10, Heybridge Way, London E10, Hitcham Road, London E17, Kettlebaston Road, London E10, Millicent Road, London E17, Perth Road, London E10 and Sanderstead Road, London E10. (N ote The restrictions in Lea Bridge Road would extend between 6 metres and 20 metres in both directions away from each of the junctions with the above side roads. The restrictions in these side roads would extend between 6 metres and 18 metres on both sides away from their junction with Lea Bridge Road.) Lea Bridge Road, London E10 the north-west side, extending 15 metres either side of the Burwell Road, London E10 junction. Lea Bridge Road, London E10, the south-east side: (a) extending 6 metres either side of the Elm Park Road, London E10 junction; (b) extending 5 metres either side of the Seymour Road, London E10 junction. Hibbert Road, London E17/Harris Street, London E17 and the Hibbert Road, London E17/Sybourn Street, London E17 junctions. (N ote. The restrictions at these junctions would extend 10 metres in each direction away from the junctions.) Schedule 2 (Bus Stop Clearways) Lea Bridge Road, London E17, the north-west side, from a point 14.5 metres south-west of the south-western kerbline of Hitcham Road extending south-westward for a distance of 25 metres. Schedule 3 (Coach Parking Place) Lea Bridge Road, London E17, the north-west side, from a point 2.5 metres north-east of the party wall of Nos 273 and 275 Lea Bridge Road extending north-eastward for a distance of 16 metres. 8 February 2007.
