THE HOUNSLOW (OSTERLEY STATION PARKING SCHEME) (NO 1) EXPERIMENTAL TRAFFIC ORDER 2006
AMENDMENT TO THE OSTERLEY STATION PARKING SCHEME

1. Notice is hereby given that the council of the London Borough of Hounslow on 3 July 2006 made the above-mentioned Order under section 9 of the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985.
2. The general effect of the Osterley Station Parking Scheme (Experimental) Order will be:

(a) to designate parking places on the highway of Thornbury Road in which vehicles may be left if they display a valid residents parking permit, visitor parking card, business permit or a valid ticket from a ticket parking meter;
(b) to provide that the parking places will operate between 9.30 am and 5.30 pm, on Mondays to Fridays inclusive;
(c) to prohibit waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle):

(i) between 9.30 am and 5.30 pm on Mondays to Fridays in parts of Thornbury Road; and
(ii) ”at any time” through the week in parts of Thornbury Road;

(d) to designate a parking place in Thornbury Road outside Nos 155 and 157 Thornbury Road at which goods vehicles may wait for a period not exceeding 20 minutes to load and unload between 7.00 am and 7.00 pm on Mondays to Saturdays, with no return within one hour.

3. The Order provides that in pursuance of section 10(2) of the Road Traffic Regulation Act 1984, the Director of Street Management and Public Protection, or some person authorised in that behalf by him, may, if it appears to him or that person essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Order runs, modify or suspend the Order or any provision thereof.
4. A copy of the Order, which will come into operation on 17 July 2006, together with a copy of the council’s statement of reasons for proposing to make the Order and of plans depicting the lengths of road to which the Order relates, including reasons for proceeding by way of an experimental Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the expiration of a period of 18 months from the date on which this notice is published at the Forms and Documents Counter of the Access Hounslow Main Reception Area at the Civic Centre, Lampton Road, Hounslow TW3 4DN.
5. Copies of the Order may be obtained from the Street Management and Public Protection Department, London Borough of Hounslow, Civic Centre, Lampton Road, Hounslow TW3 4DN.
6. Any person desiring to question the validity of the Order or of any provisions contained therein on the ground that it is not within the powers of the relevant section of the Road Traffic Regulation Act 1984, as amended, or on the ground that any of the relevant requirements of that section of the act have not been complied with in relation to the Order, may, within 6 weeks of the date on which the Order was made, make application for the purpose to the High Court.
7. If the provisions of the Order continue in operation for a period of not less than 6 months, the Council will consider in due course whether the provisions of the Order should be reproduced and continued in force indefinitely by means of an Order under section 6 of the Road Traffic Regulation Act 1984. Any person desiring to object to such reproduction and continuation in force may, within the aforementioned period of 6 months send a statement in writing of the objection and the grounds thereof to the Head of Street Management and Public Protection, Civic Centre, Lampton Road, Hounslow TW3 4DN, quoting Ref TP/DN/1156.
