THE LONDON BOROUGH OF RICHMOND UPON THAMES (WAITING AND LOADING RESTRICTION) (SPECIAL PARKING AREA) (AMENDMENT NO ) ORDER 200
HAMPTON ROAD, TWICKENHAM AND EIGHT OTHER LOCATIONS THROUGHOUT THE BOROUGH
(REFERENCE 22/06)

1. The Council of the London Borough of Richmond upon Thames propose to make the above Orders under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Prohibition of Stopping Outside Schools Order will be to alter the hours of operation of the existing “School Keep Clear” clearway on the south-east side of Hampton Road, Twickenham, located outside The Mall School, from “between 8.00 am-9.30 am and between 2.30 pm to 4.00 pm, Mondays to Fridays inclusive” to “between 8.00 am to 5.00 pm, Mondays to Fridays inclusive”.
3. The general effect of the Waiting and Loading Restriction Order will be to:

(a) introduce waiting restrictions “no waiting at any time” at the locations specified in Schedule 1 to this notice; and
(b) simplify the waiting restrictions and school clearway restrictions in Hampton Road, Twickenham, as specified in Schedule 2 to this notice.

4. Copies of the Draft Orders, plans showing the location and effect of the proposals and the Council’s statement of reasons for proposing to make the Orders can be inspected for a period of 21 days from the date of this notice, quoting Ref 22/06, at:

(a) Castelnau Library, 75 Castelnau, Barnes, London SW13 9RT;
(b) East Sheen Library, Sheen Lane Centre, Sheen Lane, London SW13 9R;
(c) Richmond Reference Library, Old Town Hall, Whittaker Avenue, Richmond TW9 1TP;
(d) Teddington Library, Waldegrave Road, Teddington, Middlesex TW11 8LG; and
(e) Twickenham Library, Garfield Road, Twickenham, Middlesex TW1 3JT, during opening hours; and
(f) the Civic Centre (Second Floor), 44 York Street, Twickenham, between 9.15 am and 5,00 pm on Mondays to Fridays, except for Bank and other public holidays, for a period of 21 days from the date of this notice.

5. Persons wishing to object to or support the proposals or any part thereof should write to the Head of Transport Planning Service, Civic Centre, 44 York Street, Twickenham TW1 3BZ, within 21 days of the date of this notice giving the grounds of their objection.

Schedule 1
Proposed waiting restrictions “no waiting at any time”

Bracken Gardens, Barnes, at the junction of the two arms of this street for a distance of 6-8 metres in the two arms.
Kings Road and Spring Grove Road, Richmond, at the junction of these two streets for a distance of 10 metres in both streets.
Langham Road, Teddington, on the north-east side, opposite Nos 14 and 16 Langham Road.
North Worple Way, Mortlake, at its junctions with First Avenue, Second Avenue, Cowley Road and Ashleigh Road for a distance of 6 metres in all streets.
Orleans Road and Riverside, Twickenham, at 3 places where existing double yellow lines are to be extended from 10 metres to 15 metres in length to provide more effective passing places.
Shacklegate Lane, Teddington, on the north side, between Church Road and Railway Road.
Shaftesbury Road, Richmond, on the north-east side, opposite Nos 30-34 Shaftesbury Road.
Woodlands Road and Vine Road, Barnes, at the junction of these two streets for a distance of 10 metres in both streets.
Schedule 2
Hampton Road, Twickenham:

(a) remove the existing single yellow line which currently exists within the limits of the “school keep clear” clearway referred to at paragraph 2 in the notice; and
(b) retain the existing restrictions on the section of Hampton Road, from that clearway as far as South Road, as “no waiting between 8.00 am and 6.30 pm, Mondays to Saturdays inclusive”.
