THE LONDON BOROUGH OF RICHMOND UPON THAMES (WAITING AND LOADING RESTRICTION) (SPECIAL PARKING AREA) (AMENDMENT NO 3) ORDER 2006
SOUTHFIELD GARDENS, TWICKENHAM

1. The Council of the London Borough of Richmond upon Thames on 20 March 2006 made the above-mentioned Orders under sections 6, 45, 46, 49, 51 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 (as amended) and the Road Traffic Act 1991.
2. The general effect of the Orders will be to make permanent the existing experimental controlled parking scheme and waiting restrictions in Southfield Gardens, Twickenham, as set out in the Schedule to this Notice. The sole effect of these Orders is to reproduce and continue in force indefinitely the provisions of The London Borough of Richmond upon Thames (Southfield Gardens, Twickenham) (Parking Places) Order Experimental 2004 and The London Borough of Richmond upon Thames (Waiting and Loading Restriction) (No 6) Experimental Order 2004.
3. Copies of the Orders, which will come into operation on 27 March 2006, a plan showing the location and effect of the Orders and the Council’s Statement of Reasons for making the Orders can be inspected for a period of 6 weeks from the date of this Notice, quoting Ref 27/06, at:

(a) Twickenham Library, Garfield Road, Twickenham, Middlesex TW1 3JT during opening hours; and
(b) the Civic Centre (Second Floor), 44 York Street, Twickenham between 9.15 am and 5.00 pm on Mondays to Fridays, except for Bank and other public holidays.

4. Copies of the Orders may be purchased from the Environment Directorate, Civic Centre, 44 York Street, Twickenham TW1 3BZ.
5. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.

Schedule
The general effect of the Parking Places Order is to continue in force the provisions for a residents parking scheme in Southfield Gardens, Twickenham operating between 10.30 am and 2.30 pm on Mondays to Fridays (except during the months of July and August) in which only vehicles displaying a valid residents’ permit or a valid residents’ visitors permit may park.
The charge for a residents’ parking permit, which is available only to persons whose normal address is in Southfield Gardens, is £85 for a period of 24 months, £45 for a period of 12 months, £28 for a period of 6 months or £16 for a period of 3 months.
The charge for a book of residents’ visitors parking permits is £9 for a book of ten permits (or £4.50 if the resident who applies for the permits is aged 60 or over), and each permit will be valid for the duration of the hours of operation.
The general effect of the Free Parking Places Order is to continue in force the provisions for two free parking places in Southfield Gardens operating for the same times as above in which the maximum stay is one hour, and is subject to the limitation of “no return within 1 hour”.
The general effect of the Waiting and Loading Restriction Order is to continue in force waiting restrictions “no waiting at any time” at the junction of Southfield Gardens and Waldegrave Road.
