THE SUTTON CONTROLLED PARKING ZONE

1. Notice is hereby given that the Council of the London Borough of Sutton made the above-mentioned Orders on 17 May 2004 under sections 6, 45, 46, 47 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and the Road Traffic Act 1991. 2. The principal objectives of the measures are to improve conditions for local residents or businesses in the Sutton Controlled Parking Zone. 3. The general effect of The Sutton (Waiting and Loading Restriction) (No 8) (Amendment No 36) Order 2004, will be to introduce waiting restrictions “no waiting at any time” for the lengths of road specified in the Schedule to this notice. 4. The general effect of The Sutton (On-Street Parking Places) (Sutton Controlled Parking Zone) (No 2) (Amendment No 27) Order 2004, will be to: (a) remove one pay and display bay in Robin Hood Lane; (b) relocate one motorcycle bay in Throwley Road; (c) redefine permit parking bays in Clarence Road; (d) add one permit/pay and display parking bay in Hallmead Road; (e) add two permit/pay and display parking bays in Cadogan Court; (f) add two permit/pay and display and one permit parking bays in St James Road; and (g) add four permit parking bays in Lewis Road. 5. The proposal advertised on 22 October 2003 (Order Ref PP426) to relocate a permit parking bay in Clarence Road has been withdrawn. 6. The general effect of The Sutton (Disabled Persons Parking Places) (No 3) (Amendment No 10) Order 2004, will be to add a parking bay for use by vehicles displaying a disabled persons badge in Throwley Road operating at all times in which waiting is limited to a maximum stay of 3 hours with no return within 2 hours. 7. A copy of the Orders, which will come into operation on 24 May 2004, the Council’s statement of reasons for making the Orders and a plan showing the locations and effects of the Orders may be examined at: Civic Offices, St Nicholas Way, Sutton, 9.00 am to 5.00 pm Monday to Friday; and Environment and Leisure, 24 Denmark Road, Carshalton, 9.00 am to 5.00 pm Monday to Friday. 8. If any person wishes to question the validity of these Orders or any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court. Schedule (introduce waiting restrictions—“no waiting at any time”) Clarence Road, Sutton: (a) the north side, from its junction with Robin Hood Lane, eastwards for a distance of 8.5 metres; (b) the south side, from its junction with Robin Hood Lane, eastwards for a distance of 5.75 metres. Collingwood Road, from its junction with Robin Hood Lane to a point 6 metres south of the Common boundary of Nos 6 and 8 Collingwood Road. Robin Hood Lane: (a) the north and east side, from a point 26.5 metres west of the western kerbline of Collingwood Road to a point opposite a point 2.6 metres north of the common boundary of Nos 5 and 6 Robin Hood Lane; (b) the south and west side, from a point 16 metres west of the western kerbline of Marian Court to a point 2.6 metres north of the common boundary of Nos 5 and 6 Robin Hood Lane. 19 May 2004.
