THE CROYDON (FREE PARKING PLACES) (DISABLED PERSONS) (NO 1) TRAFFIC ORDER 2004
1. Notice is hereby given that the Council of the London Borough of Croydon on 23 February 2004 made the above-mentioned Traffic Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and the Road Traffic Act 1991. 2. The general effect of the Order would be to: (a) revoke the disabled parking places located outside No 48 Alexandra Road, Addiscombe, outside No 105 Bynes Road, South Croydon, outside No 49 Dartnell Road, Croydon, outside No 5 Hartley Road, Croydon, outside Nos 1/2 Kelling Gardens, Croydon, outside No 106 Kynaston Avenue, Thornton Heath, outside No 37 Ladbrook Road, South Norwood, outside Nos 42/44 Scott Close, Norbury, outside Nos 2 a /2 b Sussex Road, South Croydon, outside No 1 Tankerton Terrace, Mitcham Road, Croydon and outside No 12 Verdayne Avenue, Shirley; (b) designate new parking places in Birchfield Close, Coulsdon (outside No 75), Chipstead Valley Road, Coulsdon (outside No 111, converting a “pay and display” bay), Dixon Road, South Norwood, (outside No 36), Eileen Road, Selhurst (outside No 11), Grecian Crescent, Upper Norwood (outside No 90), Greenwood Road, Croydon (outside No 21), Hunter Road, Thornton Heath (outside No 47), Langdale Road, Thornton Heath (outside No 28), Meadow View Road, Thornton Heath (outside Nos 9 and 11), Mersham Road, Thornton Heath (outside Nos 181/183 and outside Nos 205/207, 2 bays), Morland Road, Croydon (outside No 293), Norton Gardens, Norbury (outside No 45), Pitt Road, Croydon (outside Nos 6 and 8), Silverleigh Road, Thornton Heath (outside No 166), Spring Lane, South Norwood (outside No 26), Whitehall Road, Thornton Heath (outside No 38), Windmill Road, Croydon (outside No 59, converting a “pay and display” bay); (c) provide that the parking places would operate “At Any Time”; (d) specify, that in respect of the parking places, that disabled persons’ vehicles displaying in the relevant position a disabled persons’ badge issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 1975, 1982 or 2000 as amended, may be left therein; and (e) provide that certain vehicles may wait in the parking places in certain circumstances, eg to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc. 3. A copy of the Order which will come into operation on 1 March 2004 and of all associated Orders can be inspected during normal office hours on Mondays to Fridays inclusive until the end of 6 weeks from the date on which the Order was made, at the Enquiry Counter, “One Stop” Facility, Ground Floor, Taberner House, Park Lane, Croydon, Surrey. 4. Copies of the Order may be obtained from Parking and Departmental Support Services, Environmental, Cultural and Sports Services Department, 1st Floor, Davis House, Robert Street, Croydon CR0 1QQ. 5. Any person desiring to question the validity of the Order or of any provision contained therein on the ground that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder have not been complied with in relation to the Order may, within 6 weeks of the date on which the Order was made, make application for the purpose to the High Court.
