THE LONDON BOROUGH OF MERTON (WAITING AND LOADING RESTRICTION) (AMENDMENT NO 209) ORDER 2003
MORDEN INDUSTRIAL ESTATE
1. Notice is hereby given that the Council of the London Borough of Merton, after
consulting the Commissioner of Police of the Metropolis, have made the above-mentioned
Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic
Regulation Act 1984, as amended by the Local Government Act 1985 and the Road Traffic
Act 1991. The Order shall become operational on 29 July 2003.
2. The general effects of the Order will be to amend the London Borough of Merton
(Waiting and Loading Restrictions) Traffic Order 1977 in order to introduce waiting
restrictions in the roads specified in the Schedule to this notice. The restrictions
shall apply between 8.00 am and 6.30 pm on Mondays to Saturdays inclusive.
3. Nothing in the Order will apply to anything done with the permission or at the
direction of a police constable in uniform.
4. Exemptions are provided in the Order to permit vehicles to wait:
(a) to enable passengers to board or alight and to load or unload their personal
luggage;
(b) for up to 20 minutes for the purpose of delivering and collecting goods or loading/unloading
the vehicle at premises adjacent to the street;
(c) if they are being used to maintain the road or the services therein or by local
authorities or the Post Office in pursuance to statutory powers and duties; and
(d) if they are being used for police, fire brigade or ambulance purposes.
5. A copy of the Order, a plan identifying the area affected by the Order, and the
Council’s statement of reasons for making the Order, can be inspected during the Council’s
normal office hours on Mondays to Fridays at the Merton Link, Merton Civic Centre,
London Road, Morden, Surrey.
6. Any person desiring to question the validity of the Order or of any provision
contained therein on the grounds that it is not within the powers conferred by the
Road Traffic Regulation Act 1984, or on the grounds that any requirement of the Act,
or of any instrument made under it has not been complied with in relation to the Order,
may, within 6 weeks from the date which the Order was made, apply to the High Court
for this purpose.

Waiting Restrictions Operating Monday to Saturday between 8.00 am and 6.30 pm inclusive
Deer Park Road
Between its junction with Windsor Avenue to a point 80 metres south of that junction.
Jubilee Way
Between its junction with Windsor Avenue to a point 40 metres west of that junction.
Lyon Road
Between its junction with Windsor Avenue to a point 25 metres north of that junction.
Windsor Avenue
(i) The north side: between its junction with Deer Park Road to the western boundary
of Nos 22 and 24 Windsor Avenue.
(ii) The south side:
(a) From its junction with Deer Park Road to a point 5 metres east of the western
wall of No 60 Windsor Avenue.
(b) From the western wall of Unit 7, Saxon Business Centre, to the western boundary
of Nos 31 and 33 Windsor Avenue.
