WAITING RESTRICTIONS IN CLYSTON STREET AND HEMANS STREET
Notice is hereby given that the Council of the London Borough of Lambeth, on 26th April 2000, made the Lambeth (Waiting and Loading Restriction) (Special Parking Area) (Amendment No. 32) Order 2000 and the Lambeth (Waiting and Loading Restriction) (Amendment No. 86) Order 2000 under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended. In brief, the general nature and effect of the Orders will be to prohibit waiting by vehicles between 8.30 a.m. and 6.30 p.m. on Mondays to Fridays in parts of Clyston Street and Hemans Street. Exemptions would apply for vehicles waiting for loading and unloading purposes, subject to certain conditions and time limits. The Orders will come into force on 2nd May 2000. The Orders, as orginally proposed, would also have prohibited vehicles from waiting at certain times in parts of Pensbury Place, Pensbury Street and the unnamed road which links Pensbury Place with Pensbury Street. The decision on whether or not to go ahead with this part of the original Order has been deferred. The prohibition described in paragraph 2 above is necessary to prevent parking which obstructs the free flow of traffic and hinders access for refuse collection vehicles and emergency services vehicles. If you have any enquiries about this matter, please telephone the Council’s consultants Parkman (who are dealing with this matter on behalf of the Council) on 0207 761 1403. A copy of each of the Orders, and of documents giving more detailed particulars of the Orders, are available for inspection until the last day of a period of 6 weeks beginning with the date on which the Orders are made, at the offices of the Transportation and Highways Group, 3rd Floor, Blue Star House, 234-244 Stockwell Road, Brixton, London SW9 9SP, between 9.30 a.m. and 4.30 p.m., on Mondays to Fridays. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any Instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court. B. Fitzpatrick, Head of Transport 28th April 2000.
