The Department of Agriculture and Rural Development in exercise of the powers conferred on it by Article 3(1) to (4) and 7 of the Financial Assistance for Young Farmers (Northern Ireland) Order 2004 and of every other power enabling it in that behalf, hereby makes the following Order entitled:
