NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest on 9th December 2024 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
The general effect of the Orders will be to convert 3 metres (m) of permit parking space to allow for the provision of secure bicycle parking structures (“units”) on the highway in the following roads under section 63 of the Road Traffic Act 1984. Some Cycle Hangars will be placed where waiting restrictions exist as stated. The permit parking spaces to be displaced will default to "at any time" waiting restrictions where the cycle hangar will be provided. 1 unit will be installed in each road below unless otherwise stated:
(E10 streets)
King Edward Road opposite No. 4 (extending from a point opposite the boundary common with No. 6)
Murchison Road outside the access way to No. 1 (extending into the ‘GGW’ permit holders only bay from its southwestern end)
Perth Road opposite No. 45 (extending from a point opposite the common boundary with No. 43)
(E11 streets)
Beacontree Road adjacent to No. 58 Browning Road
Lytton Road adjacent to No. 118 Wallwood Road (in the southernmost bay, immediately south of the rear access way)
Percy Road adjacent to No. 26 Woodriffe Road (immediately south of the garage access way)
(E17 streets)
Badlis Road (BLR) adjacent to No. 531 Forest Road, Lloyd Park House (immediately south to No. 2 BLR)
Carlton Road (CRD) opposite Nos. 122/124 (extending westward of the common boundary of No. 119 and No. 24 Guildsway)
Clifford Road (north-south arm) in the northernmost parking bay (extending from the northern boundary of No. 51)
Coleridge Road (COR) (southwest side) in the HS permit holders only bay (immediately west of No. 30 COR), and (northeast side) adjacent to No. 124 Erskine Road (opposite Nos. 63/65 COR); (x2 hangars)
Courtenay Road adjacent to No. 87 Blackhorse Road (extending eastward from its rear boundary)
Edward Road in the southernmost parking bay (immediately south of the school access way, on the opposite side)
Fleeming Road adjacent to Nos. 54/56 Winns Avenue (extending southward from its rear boundary)
Gloucester Road in HH permit holders only bay adjacent to No. 311 Higham Hill Road (immediately west of the rear access way)
Green Pond Road (GOR) opposite No. 2 GOR (extending northwards from the northeast facing wall of No.1)
Hamilton Road (HAR) adjacent to No. 54 Fairfield Road (opposite Nos. 11/13 HAR)
Hove Avenue (HVA) adjacent to No. 72 Gosport Road (opposite Nos. 135/137 HVA)
Parkhurst Road opposite No. 7 (extending from a point opposite the boundary common with No. 8)
Rutland Road adjacent to No. 78 Belgrave Road (extending westwardly from a point 5m of the northeast facing wall)
Shernhall Street opposite Nos. 242/242a SHS (in WSS permit holders only bay)
Theobald Road adjacent to No. 48 Farmilo Road (immediately north of the garage access way)
Note: The Orders are necessary to make space for the provision of secure bicycle parking for residents who do not have the space and/or ability to securely park bicycles in or within a reasonable distance from their home.
The proposals for cycle hangars in the following locations have been deferred and, in the future, will either be made as proposed, amended or abandoned: E10 Streets: Buckland Road; E11 Streets: Mohmmad Khan Road and Preston Road; E17 Streets: Blenheim Road, Manor Road, Rensburg Road, and Tudor Court
Copies of the Orders, which will come into operation from 11th December 2024 and all other relevant documents can be inspected until the expiration of a period of 6 weeks from that date on request by either emailing traffic.scheme@walthamforest.gov.uk, or visiting the Highways and Traffic Management office (*by appointment), Low Hall, Argall Avenue, E10 7AS during normal office hours on Mondays to Fridays inclusive, or alternatively documents can be viewed online at: www.walthamforest.gov.uk.content/road-traffic-schemes-and-consultations.
Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court.
