ROYAL BOROUGH OF KINGSTON UPON THAMES
ROAD TRAFFIC REGULATION ACT 1984
1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames made the following Orders on 19 August 2024 under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended:
(a) The Kingston upon Thames (Parking, Waiting, Loading and Stopping Restrictions) (Amendment No. 11) Order 2024.
(b) The Kingston upon Thames (Prescribed Routes) (Amendment No. 50) Order 2024.
2. The general effect of the Orders will as follows:
(a) Introduce a system of controlled parking (known as a Permit Parking Area - PPA) in Toby Way, Surbiton. The Order relating to this PPA (DI) will provide that:
(i) The hours of control (the “permitted hours”) in the PPA apply Monday to Saturday between 8am and 6pm.
(ii) Vehicles may be left in the PPA during its permitted hours will be those displaying a valid resident’s or resident’s visitor permit relating to this PPA.
(iii) Resident’s permits will be issued by the Council on application, being made together with payment of the appropriate charge. Properties eligible for a permit are Nos. 1 to 9 Dean Court, Kingston Road.
NOTE: Please see the Schedule at the bottom of this notice for current charges that are subject to change.
(b) Provide a loading bay (1-hour maximum stay, 2-hours no return) operating between 7am and 7pm on Monday to Saturday inclusive on the south-west side of Toby Way, between 33 metres and 44.5 metres south-east of Hook Rise South.
(c) Provide a bus bay on Toby Way outside the Bowling Centre operating Monday to Friday 7am to 7pm.
(d) Provide waiting restrictions operating ‘at any time’ in:-
(i) Lansdowne Road (newly constructed road linking Toby Way and (A240) Kingston Road on both sides of the road.
(ii) Toby Way at its junction with Lansdowne Road
(e) Provide a north-eastbound one-way system in Lansdowne Close (south-west to north-east arm), between the access road to the car park at the rear of Drayton Court and (A240) Kingston Road and a banned left turn into that length from the access road to the car park at the rear of Drayton Court.
(f) Provide a compulsory left turn from Toby Way into (A240) Kingston Road
(g) Remove the ‘no entry’ prohibition from Lansdowne Close into (A240) Kingston Road.
(h) Make changes to the existing prescribed routes ‘parent’ Order to accurately reflect certain existing on-street moving traffic prohibitions and requirements.
3. Copies of the Orders, which will come into effect on 2 September 2024, the Council’s Statement of Reason for making the Orders and map schedules showing the locations and the effects of the Orders may be inspected as follows.
(a) online at https://www.kingston.gov.uk/unmade-traffic-management-orders under reference MapKing 0088 – Signal Park.
(b) The Information and Advice Centre, Guildhall 2, Kingston upon Thames, KT1 1EU between 9am and 5pm Mondays to Fridays inclusive.
(c) Council libraries
(d) A copy of the made Orders can also be obtained by calling 020 8547 5000 (between 9am and 5pm Mondays to Fridays).

4. If any person wishes to question the validity of these Order or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.
