1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham (“the Council”) proposes to make the above Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Disabled Resident Parking Places Orders and the Disabled Persons’ Permit Parking Places Order would be to designate disabled resident parking places for use only by persons who are resident within the Boleyn, Canning Town, Canning Town North, East Ham, East Ham South East, Forest Gate North, Green Street North, Little Ilford, Manor Park, Market Street, Plaistow North, Prince Regent, Royal Docks East, Stratford South East and Upton Park Controlled Parking Zones (CPZs), who meet the current criteria for the provision of parking places for disabled persons and who have been issued disabled resident parking permits for their vehicles. Certain other vehicles may wait in the parking places in certain circumstances, e.g., to load or unload goods or pick up or set down passengers. A single parking place would be designated at each of the locations listed below. (NOTE – At locations where an ‘overlap’ is also stated, the proposed parking place would overlap the frontage of the adjacent property numbers, by up to 1 metre):-
Boleyn Controlled Parking Zone – No. 17 Cotswold Gardens E6;
Canning Town Controlled Parking Zone – Opposite Nos. 9 & 11 Ashburton Road E16 and Nos. 102 & 104 Hammersley Road E16;
Canning Town North Controlled Parking Zone – Nos. 2 & 4 Solent Rise E13;
East Ham Controlled Parking Zone – Opposite No. 76 Altmore Avenue E6, Nos. 39 & 41 Byron Avenue E6, Opposite Nos. 194 to 201 Hathaway Crescent E12 and No. 114 Shelley Avenue E12 (overlaps No. 116);
East Ham South East Controlled Parking Zone – No. 44 Becket Avenue E6 (overlaps Nos. 42 & 46);.
Forest Gate North Controlled Parking Zone - No. 5 Carrington Gardens E7 (overlaps No. 3);
Green Street North Controlled Parking Zone - Nos. 31 & 33 Halley Road E7, No. 76 Henderson Road E7 (overlaps No. 78), No. 60 Strone Road E7 (overlaps No. 58) and No. 77 Upton Avenue E7 (overlaps No. 75);
Little Ilford Controlled Parking Zone - Nos. 22 & 24 Browning Road E12 and immediately east of Nos. 13 to 23 Grantham Road E12;
Manor Park Controlled Parking Zone - Nos. 94 & 96 First Avenue E12;
Market Street Controlled Parking Zone - Nos. 4 & 6 Gillett Avenue E6 and No. 26 Tyrone Road E6 (overlaps No. 28);
Plaistow North Controlled Parking Zone - Nos. 17 & 19 Helena Road E13;
Prince Regent Controlled Parking Zone - No. 74 Cumberland Road E13 (overlaps No. 76);
Royal Docks East Controlled Parking Zone - Nos. 30 to 36 Woodman Street E16;
Stratford South East Controlled Parking Zone - Opposite Nos. 40 & 42 Holbrook Road E15 and No. 1 Mitre Road E15; and
Upton Park Controlled Parking Zone - No. 32 Crescent Road E13 (overlaps No. 30), Nos. 193 & 195 Harold Road E13, Nos. 32 & 34 Shaftesbury Road E7 and Tudor Road E13 (alongside the flank wall of No. 459 Green Street).
3. The general effect of the Disabled Persons’ Community Parking Order would be to designate a disabled persons’ parking place for use by Disabled (Blue) Badge holders only outside Nos. 1 to 13 Saturn House, Wise Road E15 (Stratford CPZ) operating at any time with a maximum stay of 2 hours and no return to that parking place within 2 hours. NOTE: This parking place would be for use without charge, by Blue Badge holders only.
4. Documents giving more detailed particulars of the proposed Orders can be made available during normal office hours on Monday to Friday by emailing traffic.orders@newham.gov.uk, by telephoning 020 3373 6415, or inspected (by prior appointment - please telephone the above number) at Newham Dockside, 1000 Dockside Road E16 2QU, until six weeks after the date on which the Orders are made or until the proposed Orders are withdrawn, as appropriate.

6. All objections and other representations relating to the proposed Orders must be made in writing and received by 13 December 2023. All objections must specify the grounds on which they are made. They should be sent to the Director of Highways, Parking & Transportation, London Borough of Newham, 3rd Floor West, Newham Dockside, 1000 Dockside Road, London E16 2QU or by email to traffic.orders@newham.gov.uk.
7. Under the requirements of current access to information legislation, any letter or email sent to the Council in response to this Notice may be subject to publication or disclosure, or both, including communication to other persons affected.
