THE WALTHAM FOREST (FREE PARKING PLACES, LOADING PLACES AND WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT *) ORDER 202*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest (’the Council ‘) propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the proposed Orders would be to introduce new or extend existing lengths of ‘at any time’ waiting restrictions (double yellow lines) at the locations specified in the Schedule to this Notice, converting existing lengths of ‘single yellow line’ waiting restrictions where needed; and

3. The general effect of the Orders in other roads would be, in:

(a) Balgonie Road E4 – south-east side – provide a single yellow line waiting restriction operating 8am to 6.30pm Mondays-Fridays between the double yellow line waiting restrictions along the north-west facing flank wall of No. 30 Kings Road E4

(b) Beachcroft Road E11 – north side - convert 13.6 metres of permit parking space to *pay by phone parking operating between 10 am and 4 pm Monday-Fridays with a maximum stay of 3 hours and no return within 3 hours;

(c) Boteley Close E4 (BC) – east side – formalise by traffic order a disabled persons parking place between a point 12.1 metres south of the southern kerb line of BC southwards for 6.6 metres operating "at any time";

(d) Cairo Road E17 – south side – convert both short stay parking places between its western extremity and Eastfield Road to parking places for WSC permit holders only operating Mon-Sat 8 a.m. to 9.30 p.m. and Sundays 10 a.m. to 9.30 p.m.

(e) Chester Road E17 – south-west side – convert a single yellow line between Nos. 28 to 34 Chester Road to parking space for CML permit holders only operating Mondays to Saturdays 8am to 6.30pm;

(f) Church Hill (CH) E17 – north to south arm –

i. east side - convert the whole permit holders’ parking space outside No. 117 CH to waiting restrictions operating Mon-Sat 8.a.m. to 6.30 p.m.;

ii. west side – convert 37.6 metres of single yellow line waiting restrictions to parking space for HT permit holders only operating Mon-Sat 8 a.m. to 6.30 p.m..

(g) Cobden Road E11 – west side - remove the whole permit parking place outside Azhar Academy Nursery and replace with a ‘single yellow line waiting restriction operating Mon-Fri 10am to 4pm (a no stopping on entrance markings (school keep clear) will also be provided outside the nursery access operating Mon-Fri 8am to 5pm);

(h) Canterbury Road E10 (CB) – north side – convert the whole permit holders’ parking place to double yellow line "at any time" waiting restrictions opposite Nos. 2 to 8 CB;

(i) Edinburgh Road E17 (EDB) – east side – convert 2.5 metres of permit holders’ parking space to single yellow line waiting restrictions operating Mon-Sat 8 a.m. to 6.30 p.m. opposite Nos. 36 and 38 EDB;

(j) Forest Road E11 (FO) – south-east side –

i. convert permit holders’ parking space between a point 5 metres north-east of the common boundary of Nos. 41 and 43 Forest Drive East (FDE) and point 1 metre north-east of the common boundary of Nos. 39 and 41 FDE to double yellow line "at any time" waiting restrictions;

ii. convert all permit holders’ parking space to double yellow line "at any time" waiting restrictions outside Nos. 195 and 197 FO

(k) Hall Lane E4 (east to west arm) - south side, between Nos. 1c and a point 6 metres east of the western all of No. 11 provide loading restrictions operation Mon-Sat 7 a.m. to 8 p.m. (excluding a Pay by Phone parking place between Nos. 5 and 9).

(l) Low Hall Lane E17 (LHL) – north-west side (of southernmost arm)– to convert 9.1 metres of permit holders’ only parking space to double yellow line "at any time" waiting restrictions outside Nos. 5 and 6 Farm House Cottages;

(m) Ranelagh Road E11 (RL) – north-east side – convert 4 metres of permit parking space situated outside No. 72 and 74 NT to a single yellow line waiting restriction operating Mon-Sat 8am to 6.30pm inclusive;

(n) Rectory Road E17 (RCT) – west side – convert permit holders’ parking space to a single yellow line waiting restriction operating Mon-Sat 8 a.m. to 6.30 p.m. outside No. 63 RCT (including 0.5 metres south of the common boundary of Nos. 61 and 63 RCT;

(o) Short Road E11 (ST) – south-west side – convert 2 metres of permit holders’ parking space to double yellow line "at any time" waiting restrictions (1 metre either side of its junction with Owens Mews);

(p) Staffa Road E10 (SF) – north-east side – convert 2 short stay parking bays to double yellow line "at any time" waiting restrictions outside No. 6 SF and the electricity sub-station immediately north of No. 6.

(q) The Copse E4 (TCP) – the north and east sides remove all advisory disabled person’s parking spaces and provide 3 disabled person’s parking places each 6.6 metres in length (1) adjacent Nos.18 and 19 TCP (2) Nos. 24 and 25 TCP (3) Nos. 26 to 29 TCP

(r) The Mile End E17 (TME) – east side of the easternmost arm – convert all permit holders’ parking space outside No. 44 TME to a single yellow line waiting restriction operating Mon-Fri 8 a.m. to 6.30 p.m. (extension of single yellow line outside No. 42);

(s) Union Close E11 – east side, from a point 11 metres north of the northern kerb line of Langthorne Road provide the following waiting restrictions (converting existing waiting restrictions where applicable):

i. from a point 11 metres north of the northern kerb line of Langthorne Road northward for a distance of 8.4 metres single yellow line waiting restrictions operating Mon-Fri 8am to 6.30pm;

ii. from a point 19.4 metres north of the northern kerb line of Langthorne Road northward for a distance of 14.9 metres double yellow line "at any time" waiting restrictions;

iii. from a point 34.3 metres north of the northern kerb line of Langthorne Road northward for a distance of 5 metres single yellow line waiting restrictions operating Mon-Fri 8am to 6.30pm;

(t) Verulam Avenue E17 – east side, outside the flank wall of No. 10 reduce 4.1 metres of permit parking space and replace with double yellow line "at any time" waiting restrictions to allow for cycle apparatus on the highway under section 63 of the Road Traffic Act 1984

(u) Williams Avenue E17 (WIL) – the northern side - remove the whole permit parking place outside Nos. 2 and 4 WIL and replace with a ‘single yellow line waiting restrictions operating Mon-Sat 8 a.m. to 6.30 p.m. (extension of single yellow line outside Roger Ascham primary school); (the non-traffic order of a no stopping on entrance markings (school keep clear) will be extended at this location to provide safety on the bend of the road);

(v) Winns Avenue E17 (WIN) – south-east side – convert the whole single yellow line waiting restriction outside Nos. 179 to 183 WIN to parking space for WA permit holders only operating Mon-Sat 8am to 6.30pm inclusive;

(w) Woodhouse Road E11 (WDH) – north-east side

i. convert 8 metres of permit holders’ parking space opposite Nos. 106 and 108 WDH to a single yellow line waiting restriction operating Mon-Sat 8 a.m. to 6.30 p.m. (extension of single yellow line opposite Robinson Close);

ii. convert the remainder of permit parking space outside The Leytonstone Tavern public house to a shared-use parking bay for CHE permit holders or *pay by phone parking operating between 8 a.m. and 6.30 p.m. Monday-Saturday and no return within 3 hours (see table below)

*The parking charges for the use of the new ‘pay by phone’ parking place referred to in item 2(b) and 2(w). preceding are as follows,

4. FURTHER NOTICE IS HEREBY GIVEN that the Council under the same RTRA sections mentioned in item 1 propose to make minor amendments/corrections to traffic order schedules relating to no waiting or loading arrangements already existing on the highway in:

(a) Hall Lane E4 (east to west arm) - south side, outside Nos. 1a and 1b provision of loading restrictions operating Mon-Sat 7 a.m. to 8 p.m. (inclusion into the traffic order map schedule only)

(b) Hollywood Road E4 – both sides, remove the double yellow lines which were not implemented on 22nd March 2021* under the Council’s traffic order scheme reference T8(20) (removal from traffic order map schedule only); and

(c) New Road E4 (NR) – north side –

a. between the easternmost boundary of No. 68 NR north-eastwards for a distance of 14 metres double yellow line "at any time" waiting restrictions (inclusion into the traffic order map schedule only);

b. outside No. 68 and slightly east, a single yellow waiting and loading restrictions (removal from traffic order map schedule only)

no changes will be made on street with regards to all the Order amendments proposed in item 4 (see paragraph 7 for details on how to make objections).

5. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest under section 4 and schedule 3 of the London Local Authorities and Transport for London Act 2003 intend to issue a penalty charge notice to any motor vehicle contravening the modal filter in Bushwood E11 situated between its junction with Stanmore Road and No. 44 Stanmore Road in accord with the operational provisions of The London Borough of Waltham Forest Prescribed Routes Traffic Order No. 1, 1979 (1979/235) as amended by The London Borough of Waltham Forest Prescribed Routes Traffic Order (No. 1, 1979) Amendment No. 2 1982 (1982/33) and signed to diagram 619 of Traffic Sign Regulations and General Directions.

6. A copy of each of the proposed Orders mentioned at the beginning of this notice, the Council’s statement of reasons for proposing to make those Orders and plans showing the locations and effect of the Orders can be inspected until the end of a period of 6 weeks from the date on which the Orders are made, the Council decides not to make the Orders, on request by either emailing traffic.scheme@walthamforest.gov.uk, or visiting (*by appointment) the Highways, Low Hall. Argall Avenue E10 7AS during normal office hours on Mondays to Fridays inclusive; or alternatively documents can be viewed online at: www.walthamforest.gov.uk/content/road-traffic-schemes-and-consultations.

7. Any person desiring to object to the proposals mentioned in items 2 to 4 of this notice or comment on the intention by the Council to enforce the prohibitions set out in item 5 of this notice should send a statement in writing of their objection or comments and the grounds thereof to; Traffic Orders, Highways and Traffic Management, Low Hall, Argall Avenue, London, E10 7AS, or by emailing: traffic.scheme@walthamforest.gov.uk quoting scheme reference T47(23) – LBWF BATCH 21 by the end of a period of 21 days from the date on which this Notice is published. All objections or comments must specify the grounds on which they are made.

i. north side, between its junction with Horsley Road (northernmost arm) and a point 10 metres east of the eastern kerb line of the Horsley Road (south arm)

ii. south side, between its junction with Horsley Road (southernmost arm) and a point 10 metres east of the eastern kerb line of the Horsley Road (southernmost arm)

(f) Edward Avenue E4 (EDW) all sides, between a point outside the northern boundary of No. 15 EDW southwards to the southernmost extremity of EDW, anti-clockwise around the whole extent of the southernmost extremity then immediately northward to a point outside the common boundary of Nos. 14 and 16 EDW as described below.

(g) Endlebury Road E4 – south and south-west sides,

i. extend the double yellow line which adjoins the south-east kerb line of Goldsborough Crescent south-eastwards so that its overall length is 12.2 metres;

ii. extend the double yellow lines adjoining the east and west kerb lines of Heathcote Grove so that the overall length of the double yellow line adjoining the eastern kerb line of Heathcote Grove is 10 metres and the overall length of the double yellow line adjoining the western kerb line of Heathcote Grove is 10 metres

(h) Falmouth Avenue E4 (FL) –

i. south-west side –

a. between its junction with The Charter Road and the common boundary of nos. 50 Falmouth Avenue and No. 1 Gordon Avenue;

b. extension of an additional 5.4 metres outside Nos. 14 and 16 FL in a south-easterly direction

ii. north-east side – between its junction with The Charter Road and a point 3 .5 metres south-east of the common boundary of No. 50 Falmouth Avenue and No. 1 Gordon Avenue;

(i) Francis Road E10 – north-east side – between Nos. 137 and 141 Francis Road;

(j) Goldsborough Crescent E4 – both sides, extend existing double yellow lines adjoining the south-west kerb lines of Endlebury Road south-west so that the length of each length of double yellow line is 12.2 metres on each side.

(k) Hall Lane E4 (north to south arm) – east side, between Nos. 303 and 325 Hall Lane converting all single yellow lines to double yellow line "at any time" waiting restrictions.

(l) Harford Road E4 – both sides, between its junction with Holly Drive westwards for 10 metres.

(m) Holly Drive E4 – west side, between a point 10 metres north of the northern kerb line of Harford Road and a point 10 metres south of the southern kerb line of Harford Road

(n) Horsley Road E4

i. both sides of its southernmost arm, between its junction with Elmfield Road southward for a distance of 10 metres

ii. east side of its northernmost arm, between its junction with its east to west arm/section northwards for a distance of 10 metres

iii. west side of its northernmost arm, between its junction with its east to west arm/section northwards for a distance of 6 metres

i. east side – extend double yellow lines situated at its junction with Ainslie Wood Road southwards so that the total distance measures 17 metres in length; ii. west side – extend double yellow lines situated at its junction with Ainslie Wood Road southwards so that the total distance measures 10 metres in length.

(q) Suffield Road E4 (SU) – the north side and west sides (whole west side of the turning head) all alongside the full boundary No. 50 SU

(r) The Charter Road IG8 – both sides – between its junction with Falmouth Avenue and a point 1 metre south-east of the path immediately south-east of the river Ching;
