1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham (‘the Council’) proposes to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders would be to:-

(a) introduce Bus Lanes operating Monday to Friday 7am to 10am and 4pm to 7pm, Saturday 10am to 7pm, with exemptions for buses, pedal cycles, motorcycles, taxis and dial-a-ride vehicles, in:

(i) Prince Regent Lane, the west side, from a point 37 metres north-west of the northern kerb-line of Glen Road to a point 27 metres north-west of the north-western kerb-line of Crofton Road;

(ii) Prince Regent Lane, the west side, from a point 15 metres north of the northern kerb-line of Jersey Road to a point 1.8 metres north of the common boundary of Nos. 307 and 309 Prince Regent Lane;

(iii) Prince Regent Lane, the east side, from a point 33 metres south-east of the southern kerb-line of Maybury Road to a point 55.6 metres north of the northern kerb-line of the unnamed road leading to Terence McMillan Stadium;

(iv) High Street E13, the south-west side, from a point 39 metres north-west of the north-western kerb-line of Swete Street to a point 25 metres north-west of the north-western kerb-line of Atlas Road; and

(v) High Street E13, the north-east side, from a point 9.3 metres east of the eastern kerb-line of Grasmere Road south-eastward for 50.2 metres;

(b) relocate the disabled resident permit holders parking place (PR zone) in Prince Regent Lane, on the east side outside No. 53, to Belgrave Road, the north-west side, from a point 6.3 metres north-east of the north-western kerb-line of Prince Regent Lane north-eastward for a distance of 5 metres;

(c) relocate the disabled resident permit holders parking place (PR zone) in Crofton Road, the east to west arm, the south-east side, nearest to Prince Regent Lane to the south-west by 6 metres;

(d) relocate the disabled resident permit holders parking place (PR zone) in Prince Regent Lane, on the east side outside No. 121, to Woodside Road, the north-west side, from a point 8.1 metres north-east of the eastern kerb-line of Prince Regent Lane north-eastward for a distance of 6 metres;

(e) introduce ‘at any time’ waiting restrictions in:

(i) Prince Regent Lane, the east side, from the north-western kerb-line of Belgrave Road to a point 5 metres south-east of the southern boundary of Holly Court, St. Andrew’s Road;

(ii) Prince Regent Lane, the east side, from a point 10.4 metres north-west of the southern boundary of Holly Court, St. Andrew’s Road north-westward for a distance of 25.4 metres;

(iii) Prince Regent Lane, the west side, from the north-western kerb-line of Crofton Road north-westward for a distance of 3.5 metres;

(iv) Prince Regent Lane, the west side, from the south-eastern kerb-line of Crofton Road south-eastward for a distance of 3.3 metres;

(v) Prince Regent Lane, the west side, from the north-western kerb-line of Wigston Road north-westward for a distance of 2.5 metres;

(vi) Prince Regent Lane, the west side, from a point 14.9 metres north-west of the north-western kerb-line of Wigston Road north-westward for a distance of 3.4 metres;

(vii) Prince Regent Lane, the west side, from a point 28.7 metres north-west of the north-western kerb-line of Wigston Road north-westward for a distance of 3.7 metres;

(viii) Prince Regent Lane, the east side, from the south-eastern kerb-line of Belgrave Road to a point 1.5 metres south-east of the common boundary of Nos. 99 and 101 Prince Regent Lane;

(ix) Crofton Road, on both sides, from the western kerb-line of Prince Regent Lane south-westward for a distance of 5.75 metres;

(x) Belgrave Road, the north-west side, from the eastern kerb-line of Prince Regent Lane north-eastward for a distance of 6.3 metres;

(xi) Belgrave Road, the south-east side, from the eastern kerb-line of Prince Regent Lane north-eastward for a distance of 9.7 metres;

(xii) Prince Regent Lane, the east side, from a point 1.9 metres south-east of the common boundary of Nos. 111 and 113 Prince Regent Lane south-eastward for a distance of 38.8 metres;

(xiii) Prince Regent Lane, the west side, from a point 13.9 metres south-east of the south-eastern kerb line of Wanlip Road south-eastward for 12.3 metres;

(xiv) Prince Regent Lane, the west side, from the common boundary of Nos. 198 and 200 Prince Regent Lane to a point 6 metres south of the southern kerb line of the unnamed road leading to Terence McMillan Stadium;

(xv) High Street E13, the north-east side, from a point 68.8 metres north-west of the north-western kerb-line of Umbriel Place north-westward for a distance of 13.4 metres;

(xvi) High Street E13, the north-east side, from a point 35.5 metres south-east of the south-eastern kerb-line of Clegg Street south-eastward for a distance of 4.9 metres; and

(xvii) High Street E13, the south-west side, from the north-western kerb-line of Swete Street north-westward for a distance of 27 metres;

(f) introduce waiting and loading restrictions operating Monday to Friday, 7am to 10am and 4pm to 7pm, Saturday 10am to 7pm in:

(i) High Street E13, the south-west side, from a point 27 metres north-west of the north-western kerb-line of Swete Street north-westward for a distance of 37.5 metres;

(ii) Prince Regent Lane, the west side, from a point 5.6 metres south-east of the south-eastern kerb-line of Wanlip Road south-eastward for a distance of 7.9 metres;

(iii) Prince Regent Lane, the east side, from a point 6.8 metres south of the southern kerb-line of Alliance Road southward for a distance of 12 metres;

(iv) Prince Regent Lane, the east side, from a point 24.7 metres south of the southern kerb-line of Alliance Road southward for a distance of 19 metres;

(v) Prince Regent Lane, the west side, from a point 3.9 metre north of the southern kerb-line of Colman Road south-westward for a distance of 60.8 metres; and

(vi) Prince Regent Lane, the west side, from a point 4.6 metres north of the northern kerb-line of Jersey Road northward for a distance of 15.3 metres;

(g) provide ‘shared use’ (permit holders (PR) or paid for parking) parking places operating Monday to Friday 10am to 4pm, Saturday 8am to 10am with a maximum stay of 2 hours and no return within 1 hour in:

(i) Prince Regent Lane, the west side, from a point 8 metres north-west of the north-western kerb-line of Wanlip Road north-westward for a distance of 12.3 metres;

(ii) Prince Regent Lane, the west side, from a point 6 metres south-east of the south-eastern kerb-line of Wanlip Road south-eastward for a distance of 7.9 metres;

(iii) Prince Regent Lane, the east side, from a point 6.8 metres south of the southern kerb-line of Alliance Road southward for a distance of 12 metres; and

(iv) Prince Regent Lane, the east side, from a point 24.7 metres south of the southern kerb-line of Alliance Road southward for a distance of 19 metres;

(h) provide a ‘shared use’ (permit holders (CMH) and paid for parking) parking place operating Monday to Friday 10am to 4pm, Saturday 8am to 10am with a maximum stay of 2 hours and no return within 1 hour in Prince Regent Lane, the west side, from a point 3 metres north of the southern kerb-line of Colman Road south-westward for a distance of 59.9 metres;

(i) provide permit holder parking places (PR) operating Monday to Sunday inclusive 8am to 10pm in:

(i) Crofton Road, the east to west arm, the north-west side, from a point 5.8 metres south-west of the western kerb-line of Prince Regent Lane south-westward for a distance of 6.3 metres;

(ii) Crofton Road, the east to west arm, the south-east side, from a point 5.8 metres south-west of the western kerb-line of Prince Regent Lane south-westward for a distance of 11.9 metres;

(iii) Jenkins Road, the north side, from a point 8.9 metres south-west of the western kerb-line of Prince Regent Lane south-westward for a distance of 6 metres;

(iv) Palmer Road, the north side, from a point 6 metres south-west of the western kerb-line of Prince Regent Lane south-westward for a distance of 8.5 metres;

(v) Palmer Road, the south side, from a point 6 metres south-west of the western kerb-line of Prince Regent Lane south-westward for a distance of 8.6 metres; and

(vi) Maybury Road, on both sides, from a point 16.6 metres north-east of the eastern kerb-line of Prince Regent Lane north-eastward for a distance of 12 metres;

(j) provide ‘shared use’ (permit holders (PR) and paid for parking) parking places operating Monday to Sunday 8am to 10pm Permit Holders (PR) or 2 hours maximum stay with no return within 1 hour in;

(i) Wigston Road, the south-east side, from a point 5 metres south-west of the western kerb-line of Prince Regent Lane south-westward for a distance of 6 metres;

(ii) Wanlip Road, the north side, from a point 4.5 metres south-west of the western kerb-line of Prince Regent Lane south-westward for a distance of 5.8 metres; and

(iii) Wanlip Road, the south side, from a point 4.5 metres south-west of the western kerb-line of Prince Regent Lane south-westward for a distance of 6 metres;

(k) provide ‘paid for’ parking places operating Monday to Sunday 8am to 10pm with a maximum stay of 1 hour and no return within 1 hour in:

(i) Prince Regent Lane, the east side within the layby, from a point 5 metres south-east of the southern boundary of Holly Court, St. Andrew’s Road north-westward for a distance of 12.4 metres;

(ii) Prince Regent Lane, the west side, from a point 18.3 metres north-west of the north-western kerb line of Wigston Road north-westward for a distance of 10.5 metres; and

(iii) Prince Regent Lane, the west side, from a point 32.4 metres north-west of the north-western kerb line of Wigston Road north-westward for a distance of 8.4 metres;

(iv) Prince Regent Lane, the west side, from a point 2.5 metres north-west of the north-western kerb line of Wigston Road north-westward for a distance of 12.4 metres;

(l) provide a ‘paid for’ parking place operating Monday to Friday 10am to 4pm and Saturday 8am to 10am with a maximum stay of 1 hour and no return within 1 hour in High Street E13, the south-west side, from a point 27 metres north-west of the north-western kerb-line of Swete Street north-westward for a distance of 37.5 metres; and

(m) make certain amendments so as to bring existing orders in line with the on street layout.

3. For all locations described in paragraphs 2(a) to 2(l) inclusive of this Notice, the proposed parking places and waiting restrictions would replace the existing restrictions at those locations.

4. Newham Council hereby GIVES FURTHER NOTICE, in accordance with Section 23 of the Road Traffic Regulation Act 1984, that it has approved the provision of a “pedex” crossing (signal-controlled pedestrian crossing) in Prince Regent Lane, the centre of which would be located 6.3 metres south-east of the southern kerb-line of Wigston Road. Zig zag markings, on which vehicles would be prohibited from stopping at all times, would be laid for a distance of up to 17.3 metres north-west of and 17.3 metres south-east of the crossing. This crossing would replace the existing zebra crossing.

5. FURTHER NOTICE IS ALSO HEREBY GIVEN that the Council, in accordance with Section 23 of the Road Traffic Regulation Act 1984, has approved the reduction of the zig-zag markings on the north-westbound lane on the north-west side of the pedestrian ‘zebra’ crossing in High Street E13, the centre of which is located 6.2 metres south-east of the south-eastern kerb-line of Swete Street. The zig-zag markings will be reduced from 8 markings to 6, a reduction of approximately 4 metres.

Documents giving more detailed particulars of the proposed Orders and pedestrian crossings can be made available during normal office hours on Monday to Friday by telephoning 020 3373 6415, by emailing traffic.orders@newham.gov.uk, or inspected at Newham Dockside, 1000 Dockside Road E16 2QU, until six weeks after the date on which the Orders are made or until the proposed Orders are withdrawn, as appropriate. The office will be closed from 24 December 2022 to 2 January 2023 inclusive.
