(**1. ST PAUL WITH ST LUKE CHURCH OF ENGLAND PS, 2. OLGA, 3. BIGLAND GREEN, 4. HERMITAGE, 5. STEPNEY PARK, 6.ST. ELIZABETH)

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Tower Hamlets on 07th April 2022 made the above-mentioned Orders under the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 (as amended)

2. The effect of these proposals will be to introduce School Street restrictions (Pedestrian and Cycle Zone - referred to as the ‘Zone’ hereafter) to operate at specified times during school term-time (Monday to Friday) only, in the following parts to this notice (except no waiting at any time restrictions) with access for residents & businesses of those streets, school staff, blue badge users and SEND pupils who register for a permit exemption. Further access will apply to any vehicle being used for ambulance, fire brigade or police purposes.

Exp Scheme No 1: PTO 2111 – St Paul with St Luke Church of England

a) Zone with prohibition of motor vehicles to operate between 8.15am-9am and 3pm – 3.45pm on Baythorne Street and Leopold Street.

b) Baythorne Street - Change the existing prohibited access into prohibition of motor vehicles except cycles.

c) Convert the existing single yellow lines into double yellow lines -

(i) on either side of the corners of Ackroyd drive and Leopold Street, (ii) Leopold Street with Baythorne Street and (iii) Leopold Street - on both sides of the southern arm.

(ii) Baythorne Street on both sides of the no vehicle entry outside Grindley House, and on either side of the junction with St. Paul’s way.

(iii) on St Paul’s way on the remaining single yellow line (either side of Baythorne Street) adjacent to the extension of the zebra crossing zig zag markings.

Exp Scheme No 2: PTO 2112 - Olga Primary School

a) Zone with prohibition of motor vehicles to operate Mon-Fri 8.30-9.15am & 2.45-3.30pm between Lanfranc Road, Conyer Street, Olga Street. and Medway Road (between Roman Road and Arbery road)

b) No waiting and Parking Places changes on Lanfranc Road-

(i) Convert the existing single yellow lines to double yellow lines on both sides and at its corners on (i) Medway Road and (ii) Conyer Street.

(ii) On the southside – school keep clear with kerb buildout and double yellow lines (i) to be introduced east of Conyer Street by replacing single yellow line (ii) (opposite Diamond House) shift the existing by 11m in an easterly direction by removing shared use parking spaces.

(iii) To extend the existing shared use parking bay on the south side, east of Conyer Street by 11m eastwards.

Exp Scheme No 3: PTO 2113 – Bigland Green Primary School

a) Zone with prohibition of motor vehicles to operate Mon-Fri 8.30-9.30am & 3-4pm on Bigland Street (between Cannon Street Road and Tillman Street), Pace Place and Walburgh street.

Exp Scheme No 4: PTO 2114 – Hermitage Primary School

a) Zone with prohibition of motor vehicles to operate Mon-Fri 8.30-9.30am & 3-4pm on Redmead Lane, Hermitage Wall, Orton Street and Hellings Street.

b) Hellings Street (between Hermitage Wall and Wapping High Street) - (i) the existing two-way traffic flow to be made one-way traffic southbound with contraflow cycle lane and (ii) on the west kerb side only, to convert the existing single yellow lines to double yellow lines.

Exp Scheme No 5: PTO 2115 – Stepney Park Primary School

a) Zone with prohibition of motor vehicles to operate Mon-Fri 8.30-9.15am & 3-4pm on Smithy Street (between Jubilee Street and Jamaica Street).

b) Bromley Street (opposite Sir John Cass School, east kerb) – by removing single yellow line (i) to extend the existing permit holder parking bay southwards by 16m and (ii) introducing 9m of double yellow line with no loading at any time.

Exp Scheme No 6: PTO 2116 – St Elizabeth Catholic Primary School

a) Zone with prohibition of motor vehicles to operate Mon-Fri 8.30-9.15am & 2.45-3.40pm on Bonner Road (between Bishop’s Way and Approach Road).

b) Bishop’s Way (both sides of the road) - Convert the existing single yellow lines to double yellow lines from its junction with Cambridge Heath Road, eastwards for approx. 50m.

c) Sewardstone Road- To revoke the Pay by Phone parking bay between Approach Road and St James’s Avenue.

3. The Regulations, fees and usual exemptions imposed by the governing Traffic Management Orders would apply to the proposals referred to in paragraph 2, as above.

4. Copies of the Orders, which will come into force on 18th April 2022 and of all other relevant documents, can be obtained by emailing parking.TMO@towerhamlets.gov.uk or in writing to Parking and Mobility Services, London Borough of Tower Hamlets, 585-593 Commercial Road, London E1 0HJ until the end of six weeks from the date on which the Orders were made.

5. Any person wishing to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any relevant requirements thereof or any regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.

6. Relevant comments and objections to this proposal may be made in writing within 6 months from the date this Order comes into force (or from the date it is varied or modified) and must state the grounds on which they are made, and sent to: Tower Hamlets Liveable Streets, London Borough of Tower Hamlets Town Hall, Mulberry Place, 5 Clove Crescent, London E14 2BG or via email to School.streets@Towerhamlets.gov.uk
