THE GREENWICH (CHARGED FOR-PARKING PLACES) (AMENDMENT NO. *) ORDER 202*

1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Greenwich (hereinafter referred to as “the Council”) proposes to make the above-mentioned Orders under sections 6, 45, 46, 49, 124 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders would be to:

a) extend Plumstead Station (PL) Controlled Parking Zone (CPZ) to include Manthorp Road and provide that residents and business users whose postal address is detailed in Schedule 1 to this Notice will be eligible to purchase permits and visitors’ vouchers for parking within PL CPZ at the rates set out in Schedule 2 to this Notice;

b) implement the following changes in Plumstead Station (PL) CPZ:

(i) change the current times of operation of the permit holders only parking places on Raglan Road, south side, outside Nos. 68 to 98 to ‘Monday to Saturday 9.30am to 5.30pm’;

(ii) change the current times of operation of the permit holders only parking area on Hudson Place to ‘Monday to Saturday 9.30am to 5.30pm’;

(iii) introduce double yellow lines ‘at any time’ waiting restrictions on Manthorp Road in locations where no other restrictions are proposed, on the north side of Vicarage Road at its junction with Manthorp Road and on both sides of Durham Rise at its junction with Manthorp Road;

(iv) introduce permit holders only parking places operating 9.30am to 11am Monday to Friday in various locations on Manthorp Road;

(v) introduce a single yellow line ‘Mon-Fri 9.30am-11am’ waiting restriction on Manthorp Road, west side, outside No. 12, about 7 metres in length;

c) extend Plumstead Central (PC) Controlled Parking Zone to include the roads detailed in Schedule 3 to this Notice and provide that residents and business users whose postal address are in Schedule 4 to this Notice will be eligible to purchase permits and visitors’ vouchers for parking within PC CPZ at the rates set out in Schedule 5 to this Notice;

d) introduce permit holders only parking places and single yellow lines operating during the PC CPZ hours ‘Mon-Sat 9am-5.30pm’ in various locations on Hartville Road, Kentmere Road, Barth Road, Ingledew Road, Liffler Road, Tewson Road and Brewery Road;

e) provide shared-use (permit holders / payment) parking places on Kentmere Road, Barth Road, Lakedale Road that would operate between 9am and 5.30pm on Mondays to Saturdays inclusive (Zone PC);

f) replace current short stay parking places outside Nos. 18 to 30 Lakedale Road and Nos. 17 to 31 Lakedale Road with shared-use (permit holders / payment) parking places that would operate between 9am and 5.30pm on Mondays to Saturdays inclusive (Zone PC);

g) introduce a disabled persons’ parking place on Barth Road, east side, outside the doctors surgery;

h) introduce double yellow lines ‘at any time’ waiting restriction junction protections on:

(i) Kentmere Road and Plumstead High Street;

(ii) Barth Road and Plumstead High Street;

(iii) Hartville Road and Barth Road;

(iv) Hartville Road and Kentmere Road;

(v) Hartville Road and its northern arm leading to the car park;

i) extend the double yellow lines ‘at any time’ waiting restrictions on Tewson Road, both sides, at the junction with Lakedale Road by approximately 8 metres in an easterly direction, replacing single yellow line waiting restrictions;

j) replace the single yellow line waiting restriction outside Nos. 29 and 31 Tewson Road, east side, with double yellow line ‘at any time’ waiting restriction;

k) introduce double yellow lines ‘at any time’ waiting restrictions on:

(i) Brewery Road, east of the shared boundary of Nos. 73 and 75 to its junction with Lakedale Road, in locations where parking places are not proposed, or are already present, except from opposite No. 109 Brewery Road, south side, where about 4 metres of single yellow line ‘Mon-Sat 9am-5.30pm’ waiting restriction will be introduced;

(ii) Lakedale Road, from its junction with Brewery Road to its junction with Plumstead High Street in locations where parking bays are not proposed, or are already present;

(iii) Tewson Road, south and west side, from outside the shared boundary of Nos. 18 and 20 to a point opposite the shared boundary of Nos. 37 and 39;

l) introduce short stay parking places, south side, outside St Patricks Catholic Church, Hector Street, that would operate between 9am to 5.30pm Monday to Sunday with a maximum stay period of 2 hours and a no return period of 2 hours;

m) introduce permit holders only parking places that would operate between 9am and 5.30pm on Monday to Saturday inclusive for Zones PC and PL on Brewery Road, in various locations both sides, between its junction with Ancona Road and its junction with Liffler Road (any existing permit bays will be replaced);

n) update the map tiles attached to The Greenwich (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) Consolidation Order 2018 and The Greenwich (Charged-For Parking Places) Consolidation Order 2018 so as to reflect the provisions referred to in sub-paragraph (a), (b), (c), (d), (e), (f), (g), (h), (i), (j), (k), (l) and (m) above.

5. Any person who wishes to object to or make other representations about the proposed Orders, should send a statement in writing by 30th June 2021, specifying the grounds on which any objection is made by email to Parking-Design@royalgreenwich.gov.uk (quoting reference 21-06 Plumstead CPZ).

6. Persons objecting to the proposed Orders should be aware that in view of current access to information legislation, this Council would be legally obliged to make any comments received in response to this notice, open to public inspection.

Schedule 1 – Additional premises to be eligible to purchase permits and visitors vouchers in Plumstead Station (PL) CPZ

Manthorp Road, all premises; Vicarage Park, Odd Nos. 23 to 29 and Even Nos. 22 to 28; Plumstead High Street, Odd Nos. 3 to 17 and Even Nos. 2 to 24.

Schedule 2 – Permit and voucher charges for Plumstead Station (PL) CPZ

Residents' permit (specifying up to two vehicles), £60.00 each per year; (2) residents’ visitors’ vouchers, valid for one day: £0.75 per voucher; (3) carers' permits, no charge; (4) nannies' permits, £108.00 each per year; business permits, £108.00 for 1st permit, £230.00 for each additional permit; up to a maximum of 10 business permits per business; and (5) tradesmen's permits, £16.00 each per week up to a maximum of six weeks; (6) car club permits, £160.00 each per year; (7) electric vehicle permits, £25.00 each per year.

Schedule 3 – Additional roads and lengths of road to be included in Plumstead Central (PC) CPZ

Hartville Road; Kentmere Road; Barth Road, from its junction with Plumstead High Street to the shared Boundary of Nos. 62 and 64; Ingledew Road; Liffler Road; Tewson Road, from its junction with Strandfield Close to its junction with Lakedale Road; Brewery Road, from the shared boundary of Nos. 73 and 75 to its junction with Lakedale Road and Lakedale Road, from its junction with Brewery Road to its junction with Plumstead Common Road.

Schedule 4 – Additional premises to be eligible to purchase permits and visitors vouchers in Plumstead Central (PC) CPZ

Residents' permit (specifying up to two vehicles), £87.00 each per year; (2) residents’ visitors’ vouchers, valid for four hours: £1.80 per voucher, or valid for one day: £3.60 per voucher; (3) carers' permits, no charge; (4) nannies' permits, £230.00 each per year; business permits, £135.00 for 1st permit, £230.00 for each additional permit; up to a maximum of 5 business permits per business; and (5) tradesmen's permits, £16.00 each per week up to a maximum of six weeks; (6) car club permits, £160.00 each per year; (7) electric vehicle permits, £25.00 each per year.
