1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 2nd March 2020, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The main effect of the Orders will be to extend the RPW controlled parking zone to include a length of Coombe Lane and the full length of Westcoombe Avenue.
3. The general effect of the ‘RPW Parking Places’ Order will be to: -
(a) designate parking places that will operate Mondays to Fridays between the hours of 11am and 3pm inclusive in the streets or length of the streets listed in Schedule 1 to this Notice;
(b) specify that:-
(i) each parking place may be used, subject to the provisions of the Order and except the parking place listed in Schedule 2 to this Notice, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, or invalid carriages displaying a valid permit or for which permits are registered as paid for in the electronic payment system. Motor cycles and vehicles displaying a “blue badge” will park free;
(ii) the parking place in the length of road listed in Schedule 2 to this notice may be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, motor cycles or invalid carriages displaying a valid parking ticket or for which payment has made using the “pay by phone” system. Motor cycles and vehicles displaying a “blue badge” will park free;
(iii) the maximum parking period for which a vehicle displaying a valid parking ticket or for which payment has been made using “pay by phone” may be left in a parking place in the length of road referred to in Schedule 2 to this notice during the permitted hours will be 2 hours with no return for 1 hour;
(iv) the charge for parking in the parking places referred to in sub-paragraph 3(b)(iii) above will be three pounds per hour (linear tariff of 25 pence for every 5 minutes, minimum payment £1.00, first 20 minutes free); any payment by phone will incur a supplementary 20 pence administration charge;
(v) from 9th March 2020, residents’ permits will be issued by the Council or its agents to persons whose usual place of abode is in the lengths of streets specified in the Schedule to this Notice and subject to sub-paragraphs (viii) to (x) below, the charges will be £65 per annum or £32.50 for six months for the first permit, £110 per annum or £55 for six months for the second permit and £140 per annum or £70 for six months for the third and subsequent permits;
(vi) from 8th May 2020, residents’ permits will be issued by the Council or its agents to persons whose usual place of abode is in the lengths of streets specified in the Schedule to this Notice and subject to sub-paragraphs (viii) to (x) below, the charges will be £100 per annum or £50 for six months for the first permit, £150 per annum or £75 for six months for the second permit and £200 per annum or £100 for six months for the third permit and an additional £50 for each subsequent permit;
(vii) charges for other permits will be, subject to sub-paragraphs (viii) to (x) below, as follows: resident address permits will be charged at the same rate as residents’ permits, free for housebound or registered disabled applicants; business permits will be £331 for 6 months, annual visitor permits (one per household) will be £140 from the 9th March 2020 and £320 from 11th May 2020, residents will be entitled to 100 half day temporary visitors’ permits at a charge of £1.50 from 9th March 2020 and £3.00 from 11th May 2020 inclusive per permit valid between 11am and 3pm Mondays to Fridays; teacher permits will be £180 per annum and all zone trader permits will be £900 per annum, £600 for 6 months, £375 for 3 months, £150 for 1 month and £50 for 1 week;
(viii) there may be an additional £25 charge for the administration of new permits issued and renewals of permits which will be waived if the successful applicant is granted a permit within 4 weeks of the Order coming into operation and when a permit holder applies for a renewal within 4 weeks of the permit expiring;
(ix) an additional charge (diesel surcharge) of £150 will apply to resident, business, teacher and trade parking permits for all diesel vehicles. Permits issued for a duration of less than a year will be subject to the surcharge on a pro-rata basis;
(x) the resident parking permit charge for electric vehicles will be set at a discounted rate of £25 per annum from 9th March 2020 and £20 per annum from 11th May 2020 and a reduction of £40 per annum will apply to business, teacher and trade parking permit charges for electric vehicles, pro-rata for a minimum of 6 months.
4. The general effect of the ‘Waiting and Loading’ Orders will be to introduce waiting restrictions operating “at any time” or between the hours of 11.00 a.m. and 3.00 p.m. Mondays to Fridays inclusive in the streets or lengths of the streets listed in Schedule 1 to this Notice.
5. A copy of each of the Orders, which will come into force on 9th March 2020, and other documents giving more detailed particulars of the Orders, including a plan specifying the lengths of roads affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.
6. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

Coombe Lane, the south-west side, immediately fronting Nos. 253 to 271 Coombe Lane, from a point 1.5 metres south-east of the common boundary of Nos. 253 and 255 Coombe Lane north-westward for a distance of 55 metres.
