THE B525 GLA ROAD AND B509 GLA SIDE ROAD (AVENUE ROAD, LONDON BOROUGH OF CAMDEN) PRESCRIBED ROUTES TRAFFIC ORDER 2018

1. Transport for London, hereby gives notice that it intends to make the above named Orders under section 6 of the Road Traffic Regulation Act 1984.

2. The general nature and effect of the Orders will be to:

(1) introduce a 10 metre no stopping at any time except taxis 9pm to 6am taxi bay at the eastern kerb-line of College Crescent outside the Royal Central School of Speech and Drama;

(2) remove the Monday to Saturday 10am to 4pm parking and disabled persons’ vehicles bay outside No.1 Northways Parade, Finchley Road replacing it with a 9 metre Monday to Saturday 10am to 4pm 20 minute loading and unloading only bay;

(3) remove the Monday to Saturday 10am to 4pm loading and unloading only bay outside Nos. 2 to 20 Northways Parade, Finchley Road, replacing it with double red lines, no stopping at any time;

(4) remove the Monday to Saturday 7am to 4pm loading, unloading and disabled persons vehicles’ bay outside Nos.135 to 139 Finchley Road, replacing it with double red lines, no stopping at any time;

(5) introduce an any day 9pm to 7am and 10am to Midday 20 minute loading, unloading and disabled persons ‘ vehicles bay outside Nos. 147 to 151 Finchley Road and Nos.1 to 3 Harben Parade, Finchley Road;

(6) remove the Monday to Saturday 7am to 4pm parking and disabled persons’ vehicles bay outside Nos.141 to 151 Finchley Road and No.1 Harben Parade, Finchley Road, replacing it with double red lines and no stopping at any time and the loading, unloading and disabled persons ‘ vehicles bay mentioned in item (5) above;

(7) remove 7am to 4pm loading and unloading only bay outside Nos. 1 to 4 Harben Parade, Finchley Road, replacing it with double red lines and no stopping at any time and the loading, unloading and disabled persons ‘ vehicles bay mentioned in item (5) above;

(8) remove 7am to 4pm loading and unloading only bay outside Nos. 9 to 12 Harben Parade, Finchley Road, replacing it with double red lines and no stopping at any time;

(9) relocate the Monday to Saturday 7am to 7pm disabled persons vehicles’ only bay outside the Odeon Cinema No.96 Finchley Road approximately 9 metres southwards and changing its restrictions to no stopping at any time except disabled persons’ vehicles maximum stay 3 hours;

(10) introduce a 11.5 metre at any time 20 minute loading and unloading only bay outside the Odeon Cinema No.96 Finchley Road;

(11) remove the Monday to Saturday 7am to 7pm parking and disabled persons’ vehicles bay outside the Odeon Cinema No.96 Finchley Road, replacing it with the controls mentioned in items (9) and (10) above;

(12) remove the Monday to Saturday 10 am to 4pm loading, unloading and disabled persons’ vehicles bay outside Nos. 1 to 14 Regency Parade, Finchley Road, replacing it with double red lines, no stopping at any time;

(13) alter the double red lines, no stopping at any time control, at the eastern kerb-line of Avenue Road to extend between its junctions with Adelaide Road and Finchley Road;

(14) remove or alter the descriptions of the double red lines, no stopping at any time controls on Finchley Road, College Crescent and Avenue Road to reflect the changed parking controls (above) and road layout;

(15) remove the underlying no stopping Monday to Saturday 7am to 7pm control on the unnamed service road linking Finchley Road with the southern arm of College Crescent as this section of carriageway will be removed to accommodate the new road layout;

(16) introduce a banned left turn from the southbound carriageway of Finchley Road into the southern arm of College Crescent for all vehicles except local buses and pedal cycles;

(17) introduce a banned right turn from the eastbound carriageway of Hilgrove Road into Finchley road for all vehicles;

(18) alter the times of operation and the types of permitted vehicles able to use the southbound bus lane on Finchley Road between the northern and southern arms of College Crescent from Monday to Saturday 7am to 10am and 4pm to 7pm, buses, dial a ride buses, taxis, pedal cycles and solo motor cycles only to at any time, local buses, dial-a-ride buses and pedal cycles and extend it by 11 metres at its southern end;

(19) Install bus only route on the southeast-bound carriageway of Avenue Road between its junctions with College Crescent and Adelaide Road permitting local buses, dial-a-ride buses and pedal cycles only to use it;

(20) Install bus only route on the northwest-bound carriageway of Avenue Road between the entrance to the underground carpark beneath Regency Lodge, Adelaide Road and its junction with Finchley Road permitting local buses, dial-a-ride buses and pedal cycles only to use it;

(21) remove a section of northbound bus lane on Finchley Road between its junction with Hilgrove Road and No.5 Harben Parade, Finchley Road;

(22) prescribe that all vehicles travelling in a southerly direction on B525 Avenue Road, except pedal cycles shall not proceed in any direction apart from left or right at its junction with B509 Adelaide Road;

(23) prescribe that all vehicles, except pedal cycles, proceeding in a northerly direction on Avenue Road shall turn left at its junction with Adelaide Road;

(24) prohibit all vehicles proceeding in a northerly direction on St John’s Wood Park from turning right into Adelaide Road;

(25) revoke the one-way operation of Finchley Road between its junctions with Adelaide Road and Avenue Road, Adelaide Road between its junctions with Avenue Road and Finchley Road and Avenue Road between its junctions with Finchley Road and Adelaide Road to permit two-way operation;

(26) Introduce a no motor vehicles, except local buses, dial-a-ride buses and vehicles wishing to access to off street premises restriction on the north-westbound carriageway of Avenue Road between its junction with Adelaide Road and the entrance to the underground carpark beneath Regency Lodge, Adelaide Road.

3.The roads which would be affected by the Orders are A41 Finchley Road, B525 Avenue Road, B509 Adelaide Road and College Crescent.

4. A copy of the Orders, a statement of Transport for London’s reasons for the proposals, a map indicating the location and effect of the Orders and copies of any Orders revoked, suspended or varied by the Orders can be inspected during normal office hours at the offices of:

5. All objections and other representations to the proposed Orders must be made in writing and must specify the grounds on which they are made. Objections and representations must be sent to Transport for London, Streets Traffic Order Team, Palestra, 197 Blackfriars Road, London, SE1 8NJ quoting reference NP/REGULATION/STOT /TRO, GLA/2018/0302 & 0315-8 to arrive before 12th July 2018. Objections and other representations may be communicated to other persons who may be affected.
