- 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham on 15 December 2014 made the above-mentioned Orders under Section 9 of the Road Traffic Regulation Act 1984, as amended.
- 2 The general effect of the Orders will be to extend the existing Market Street Controlled Parking Zone (CPZ) into the streets and lengths of streets specified in the Schedule to this Notice. The restrictions in the new CPZ extension will include:
• Parking places for permit holders only operating from 8am to 6.30pm on Monday to Saturday.
• Waiting restrictions operating from 8am to 6.30pm on Monday to Saturday or ‘at any time’ in the roads specified in the Schedule to this Notice and also in short lengths of adjacent Geoffrey Gardens, Mitcham Road, Sandford Road, Sussex Road and Vicarage Lane E6.
• Disabled resident parking places, operating at any time, for use by disabled badge holders living in Gresham Road E6, Henniker Gardens, Langdon Crescent, Park Avenue E6, Pulleyns Avenue and Tyrone Road who meet the current criteria for provision of disabled persons’ parking places.
• ‘Shared use’ parking places in which vehicles without a permit may be left without charge, between 8am and 6.30pm on Monday to Saturday for a maximum period of 30 minutes, with return to that parking place within a period of 1 hour prohibited, will be provided in White Horse Road. Vehicles displaying a permit may be left in these parking places without time limit.
• ‘Free’ parking places in which vehicles may be left free of charge between 8am and 6.30pm on Monday to Saturday for a maximum period of 1 hour, with return to that parking place within a period of 1 hour prohibited, will be provided in Gresham Road E6 and White Horse Road.
• Residents and businesses whose main address falls within the streets in the Schedule to this Notice will be eligible for permits.
- 3 The annual fee for a resident parking permit will be free for the first vehicle in a household, £70 for the second vehicle and £150 for a third vehicle or more. The fee for a business parking permit will be £150 for 3 months, £300 for 6 months and £500 for an annual permit. Disabled resident parking permits will be issued free. Residents’ visitor permits will be available.
- 4 The Orders, which will come into force on 5 January 2015, and other documents giving more detailed particulars of the Orders can be inspected during normal office hours on Mondays to Fridays inclusive at Newham Dockside, 1000 Dockside Road, London E16 2QU until such time as the Orders cease to have effect. Please note that the offices will be closed from 25 December 2014 to 1 January 2015 inclusive.

- 6 If any person wishes to question the validity of any of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks from the date on which the Order is made, apply for the purpose to the High Court.
- 7 If the provisions of any or all of the Orders continue in force for a period of not less than six months, the Council will be considering in due course whether the provisions of any or all of the experimental Orders should be continued in force indefinitely by means of an Order or Orders under Sections 6 and/or 45 of the said Act of 1984.
- 8 Within a period of six months—
- a beginning with the day on which the experimental Orders came into force (i.e. between 5 January 2015 and 5 July 2015); or
- b if that Order is varied by another Order or modified pursuant to Section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force
any person may object to the making of Orders for the purpose of such indefinite continuation.
- 9 All objections and other representations relating to the continuation of the Orders must be made in writing. All objections must specify the grounds on which they are made. They should be sent to the Head of Commissioning (Highways and Traffic), London Borough of Newham, 3rd Floor West, Newham Dockside, 1000 Dockside Road, London E16 2QU or by email, quoting the Order title, to: traffic.orders@newham.gov.uk
- 10 Persons objecting to the continuation of the Orders should be aware that in view of the Local Government (Access to Information) Act 1985, this Council may be legally obliged to make any comments in response to this notice open to public inspection.
