THE CITY OF WESTMINSTER (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 163) ORDER 2014

1. NOTICE IS HEREBY GIVEN that Westminster City Council on 24th November 2014 made the above Orders under sections 6, 45, 46, 49, 63 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders will be to revise the layout of parking facilities as follows:

BOSTON PLACE, the west side

(a) to replace five residents’ parking spaces opposite Nos. 12 to 16 with five pay-by-phone parking bays;

(b) to replace four residents’ parking spaces opposite Nos. 8 to 10 with a London Cycle Hire docking station (relocated from Harewood Avenue);

(c) to replace two residents’ parking spaces at the junction with Melcombe Place with a cycle parking place (8 stands).

GREAT CENTRAL STREET, the east side, to introduce “at any time” loading restrictions on the east side at its junction with Melcombe Place.

HAREWOOD AVENUE, the east side

(a) to extend the existing “at any time” waiting restrictions at the junction with Melcombe Place;

(b) to introduce “at any time” waiting restrictions outside No. 10 (at the ends of the build-out to be constructed to accommodate the proposed zebra pedestrian crossing);

(c) to relocate two taxi rank spaces from the centre of the carriageway to outside No. 10 (north of the proposed zebra pedestrian crossing referred to above);

(d) to relocate one pay-by-phone parking bay from outside No. 10 to adjacent to Marylebone Station (to replace the London Cycle Hire docking station relocated to Boston Place, as detailed above);

(e) to remove two pay-by-phone parking bays from outside No. 10 (relocated to Boston Place, as detailed above).

The Orders also correct anomalies between on-street line markings and current Traffic Orders.

3. The Orders, which will come into force on 1st December 2014 and other documents giving more detailed particulars of the Orders are available for inspection until 5th January 2015 between 9 a.m. and 5 p.m. on Mondays to Fridays inclusive at WSP UK, 10th Floor, Westminster City Hall, 64 Victoria Street, London, SW1E 6QP.

4. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder have not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.
