COURTHILL ROAD, LONGBRIDGE WAY AND WHITBURN ROAD – CHANGES TO TRAFFIC AND PARKING RESTRICTIONS

1. NOTICE IS HEREBY GIVEN that Lewisham Borough Council on the 26th November 2014 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended. The Orders will come into force on the 4th December 2014.

2. The general nature and effect of the Orders will be to:—

(1) introduce a one-way traffic system in Whitburn Road, between the common boundary of Nos. 2 and 4 Whitburn Road and its junction with Lewisham High Street, in a direction towards Lewisham High Street;

(2) exempt pedal cycles from the one-way traffic system described above and provide a cycle track, shared with pedestrians, on the southern footway of Whitburn Road to facilitate pedal cyclists travelling contra to the one-way system (the footway will be extended to accommodate the cycle track with no loss of parking space);

(3) introduce a loading bay on the north side of Courthill Road adjacent to Nos. 233 to 241 Lewisham High Street which will operate from 7am to 7 pm on Mondays to Sundays, maximum stay 20 minutes (this will be instead of the Red Route loading bay which Transport for London are proposing to remove);

(4) extend the existing shared-use resident’s/business/pay & display parking place in Courthill Road by 10 metres just to the west of No. 1 Courthill Road;

(5) move the parking place on the west side of Longbridge Way partly onto the footway;

(6) remove parking space (length in brackets) at the following locations and replace it with “at any time” waiting restrictions (double yellow lines):—

(a) Courthill Road (i) on the north side outside Nos. 19 and 21 (10 metres); and (ii) on the south side outside the western end of Nos. 30 to 78 (10 metres);

(b) Longbridge Way (i) all the parking space on the east side (39.5 metres); (ii) on the west side, at the side of Nos. 81 to 105 (6 metres); and (iii) on the south side, just to the east of Nos. 12 to 34 (5 metres); and (iv) on the south side, outside Longbridge Way Car Park (16 metres);

(7) impose “at any time” waiting restrictions (double yellow lines) instead of the existing single yellow lines in:-

(a) Courthill Road, on the south side, from 10.5 metres north-west of Longbridge Way to 8.5 metres south-east of Longbridge Way; and

(b) in Longbridge Way wherever there is currently a single yellow line.

4. Documents giving more detailed particulars of the Orders can be inspected between the hours of 10am. and 4pm. on Mondays to Fridays until the last day of a period of six weeks beginning with the date on which the Orders were made, at the office of Lewisham Transport Policy & Development, 4th Floor Laurence House, 1 Catford Road, London SE6 4RU (tel. 020-8314 2570).

5. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.
